
Corruption and Open Government Programme for Eastern Partnership Professionals
The OGP Transparency Fellowship 2026 is a fully funded international professional development opportunity designed for mid- to senior-level professionals working in government institutions, civil society organizations, and media across Armenia, Moldova, Ukraine, and Georgia.
Organized by Transparency International Lithuania and the Open Government Partnership (OGP), and supported by the European Union, this prestigious fellowship brings together reform-driven leaders for an immersive learning experience in Vilnius, Lithuania and Riga, Latvia.

This program combines intensive in-person learning (13–17 July 2026) with structured post-program engagement over three months and long-term access to the OGP global network.
The OGP Transparency Fellowship is a specialized anti-corruption and good governance programme designed to strengthen professionals working at the forefront of transparency, accountability, and public sector reform.
The fellowship seeks to:
Expand participants’ professional networks across Eastern Europe
Strengthen knowledge in open government and anti-corruption strategies
Enhance advocacy and reform implementation skills
Facilitate peer exchange and cross-regional collaboration
Connect fellows with the Open Government Partnership global platform
In 2026, the Fellowship will convene professionals from:
Ukraine
Moldova
Armenia
Georgia (civil society and media only)
Exceptional candidates operating from emigration or exile may also be considered.
The OGP Transparency Fellowship 2026 includes:

Three-month structured follow-up engagement
Participants will engage in:

Locations include Vilnius and Riga—two cities recognized for democratic innovation and governance reforms.

Information integrity
Whistleblower protection
Beneficial ownership transparency
Innovations in public service delivery
Citizen engagement strategies
Participants will:
Gain deeper insight into Open Government Partnership frameworks
Strategize national-level transparency reforms
Explore cross-regional anti-corruption initiatives
Build long-term engagement within the OGP network
Fellows will:
Participate in Transparency School networking events
Connect with global reformers and governance experts
Continue engagement opportunities beyond the program
The Open Government Partnership (OGP) will fully fund up to 8 fellows.
The funding package includes:

Note: Visa and insurance costs are not covered. Final arrangements are subject to confirmation of the programme agenda.
The OGP Transparency Fellowship is not simply a short-term study visit. It is a strategic leadership platform that:

Creates long-term access to the OGP global ecosystem
Participants return home equipped to implement concrete reforms and strengthen institutional accountability mechanisms.
Eligible applicants must:
Work in government institutions, civil society organizations, or media
Be based in Armenia, Moldova, Ukraine, or Georgia

Have mid- to senior-level professional experience
Work in fields related to:
Anti-corruption
Open government
Public administration reform
Accountability
Citizen engagement
Demonstrate commitment to applying knowledge after returning home
Have strong English proficiency (minimum B2, preferably C1)
Exceptional applicants working from exile may also be considered.

Yes. Up to eight fellows will receive full funding covering programme costs, travel, accommodation, and meals (excluding visa and insurance).
