    The World Health Organization (WHO) Regional Office for the Western Pacific (WPRO) is seeking a highly skilled and experienced Consultant to support its collaboration with Kanagawa Prefecture, Japan, and the ME-BYO Global Strategic Center.

    Job Title: Consultant – Noncommunicable Diseases and Ageing
    Location: Remote (Anywhere)
    Contract Duration: 10 months (March 2026 – December 2026)
    Contract Type: External Consultant (Part-time, 50% FTE)
    Closing Date: 3 March 2026, 11:59 PM (GMT)
    Salary Range: USD 4,000 – USD 4,500 per month

    This collaboration focuses on addressing the challenges of population ageing and noncommunicable diseases (NCDs) within the Western Pacific region. The consultant will play a pivotal role in facilitating knowledge exchange, research collaboration, and policy development to improve health outcomes related to ageing and NCD management.


    Purpose of the Consultancy

    The primary purpose of this consultancy is to support the implementation of the WHO/WPRO–Kanagawa Prefecture–ME-BYO Global Strategic Center collaboration. The successful candidate will act as a liaison and coordination hub, bridging communication between Japanese counterparts and WHO/WPRO.

    The role involves facilitating research cooperation with domestic institutions, planning and executing meetings and events in Japan, and supporting the translation of research findings into practical health policies.

    Key Responsibilities

    The consultancy involves several core outputs, each with specific deliverables:

    1. Coordination with Japanese Counterparts

    • Establish and support regular communication channels: Prepare agendas, facilitate meetings, and document action points.
    • Track agreements and action items: Ensure follow-up and accountability across all collaborations.
    • External communications: Manage announcements and ensure branding and citation standards are met, including basic Japanese-English alignment.

    2. Facilitation of Research Collaboration and Knowledge Exchange

    • Mapping academic and research partners: Identify potential universities, WHO Collaborating Centres, and other research institutions aligned with the MoU pillars.
    • Developing research ideas: Curate promising research proposals, prepare concept notes, and facilitate meetings with potential partners.
    • Organizing workshops: Co-develop proposals and pilots through thematic workshops, and produce reports and summaries for knowledge sharing.

    3. Exploring New Collaborations with Donors and Corporate Partners

    • Identify sponsors and engagement opportunities: Map and approach potential sponsors from the ME-BYO network and other related groups.
    • Create engagement materials: Develop outreach and briefing materials in Japanese and English.

    • Organize meetings: Coordinate bilateral sponsor meetings, secure speaking and briefing slots at relevant forums, and document outcomes.
    • Maintain a sponsorship tracker: Ensure follow-up and engagement continuity.

    4. Progress Monitoring and Reporting

    • Monthly activity reports: Summarize key interactions, issues, and upcoming plans.
    • Quarterly and annual reports: Provide insights on activities, research progress, and event metrics.

    Qualifications and Experience

    Educational Qualifications:

    • Essential: University degree in public health, medicine, international relations, political/social sciences, administration or related fields from a recognized university.
    • Desirable: Advanced degree or PhD in related disciplines.

    Professional Experience:

    • Essential: Minimum of 5 years of hands-on coordination experience with government, academia, or related sectors at an international level.
    • Desirable: Experience in healthy ageing, NCDs, academic collaboration, donor engagement, and event management.

    Skills and Knowledge:

    • Strong understanding of healthy ageing and NCD prevention, especially within the Western Pacific context.
    • Proven ability to develop work plans, proposals, and concept notes with clear timelines.
    • Bilingual communication skills in Japanese and English; capable of basic translation and synthesis.
    • Excellent relationship-building skills, with the ability to work harmoniously across diverse cultural and educational backgrounds.
    • Proficiency in MS Office (Word, Excel, PowerPoint).

    Languages:

    • Fluent in written and spoken English.
    • Native Japanese language proficiency is essential.

    Location and Travel

    This is a remote consultancy position. The consultant will participate in virtual meetings and provide regular updates on progress. Occasional travel to Japan may be required for meetings, workshops, or field visits, for which expenses will be covered.

    Remuneration and Budget

    The consultant will be compensated at a payband level A, with a monthly rate of USD 4,000 to USD 4,500, depending on experience. The contract is for 10 months, from March 2026 to December 2026, with part-time engagement (50% FTE).
