The UNEP Copenhagen Climate Centre is seeking three consultants to support Georgia in advancing its climate technology agenda.

Job Location: Georgia

Contract Type: Consultancy
Consultants will work on technology assessment and policy recommendations in the areas of energy, buildings, transport, and agriculture.
The outputs of these consultancies will strengthen Georgia’s capacity to implement NDC 3.0, mobilize climate finance, and enhance readiness for Article 6 cooperative approaches.
Available Positions at UNEP
1. Climate Change Mitigation Expert – Agriculture
Key Responsibilities:
- Conduct technology gap analysis in the Agriculture sector.
- Engage local industry stakeholders, suppliers, and financiers to assess technology adoption capacity.
- Map stakeholders and facilitate inclusive workshops and consultations.
- Conduct barrier and enabling framework analysis for two selected agricultural technologies.
- Develop Technology Action Plans and one policy brief per technology summarizing policy-relevant actions.
Expected Outcomes:
- Identification of barriers hindering technology acquisition, deployment, and diffusion.
- Recommendations for enabling frameworks to support technology uptake aligned with Georgia’s sustainable development goals.

2. Climate Change Mitigation Expert – Energy and Buildings
Key Responsibilities:
- Conduct stakeholder-informed technology needs assessment for two technologies per sector (Energy and Buildings).
- Perform barrier and enabling framework analysis to support technology transfer, adoption, and diffusion.
- Develop Technology Action Plans and one policy brief per technology summarizing policy-relevant actions.
- Organize workshops and consultations to engage government, private sector, civil society, and partners.
Expected Outcomes:
- Strengthened national capacity for technology adoption in the energy and buildings sectors.
- Enhanced readiness for mobilizing climate finance and implementing NDC 3.0.

3. Climate Change Mitigation Expert – Transport
Key Responsibilities:
- Conduct technology gap analysis for two priority technologies in the Transport sector.
- Engage stakeholders to assess adoption capacity and facilitate policy-relevant discussions.
- Map stakeholders, organize consultations, and facilitate inclusive dialogue.
- Develop Technology Action Plans and one policy brief per technology summarizing actionable policy recommendations.
Expected Outcomes:
- Clear understanding of barriers and enabling frameworks for transport technology adoption.
- Strengthened capacity for implementing Georgia’s NDC 3.0 and mobilizing climate finance.

Candidate Profile
Required Qualifications & Experience:
- Proven expertise in climate change mitigation in the relevant sector (Agriculture, Energy & Buildings, or Transport).
- Familiarity with technology needs assessments, Marginal Abatement Cost Curves (MACCs), and climate project pipelines.
- Strong stakeholder engagement and facilitation skills.
- Knowledge of Georgia’s climate policies, NDC 3.0, and Article 6 cooperative approaches is an advantage.
- Ability to work independently while liaising effectively with public and private sector stakeholders.
