Position Overview
The consultant will work remotely, engaging with multiple stakeholders, conducting interviews, and contributing to strategic workshops and reports that will guide OceanOPS’ future activities.
The role offers a unique opportunity to influence international ocean observing efforts, working closely with UNESCO’s Intergovernmental Oceanographic Commission (IOC), the Global Ocean Observing System (GOOS), and WMO’s Earth Systems Data and Predictions Department (ESDP).
Key Duties and Responsibilities
The primary goal of this consultancy is to support WMO in developing a comprehensive five-year strategic plan for OceanOPS, aligned with global ocean observation priorities and stakeholder needs.
The consultant will perform a series of structured activities over six months, contributing critical insights and recommendations to shape the organization’s future direction.
1. Review and Preparation
- Review draft interview questions and stakeholder list, incorporating input from initial OceanOPS strategic discussions and background materials.
- Prepare for stakeholder surveys and interviews by understanding OceanOPS services, governance, and relevant standards.
2. Stakeholder Engagement
- Conduct structured interviews with approximately 20 OceanOPS stakeholders, each lasting about an hour.
- Gather insights on current challenges, opportunities, and strategic priorities.
- Synthesize interview findings into a comprehensive report that highlights key themes and recommendations.
3. Strategic Workshop Participation
- Participate in a two-day retreat/workshop with IOC, WMO, OceanOPS team, and OCG members to discuss interview results and strategic directions.
- Contribute to discussions, providing expert insights to refine the strategic vision and objectives.
4. Reporting and Recommendations
- Draft a report for the Ocean Observations Coordination Group (OCG) at its 17th session, synthesizing findings, lessons learned, and initial strategic recommendations.
- Provide a draft of the OceanOPS 2026-2030 Strategic Plan, incorporating feedback from stakeholders and workshop discussions.
5. Coordination and Communication
- Participate in monthly virtual calls with OceanOPS to ensure alignment and progress tracking.
- Maintain clear communication with WMO project leads and stakeholders throughout the assignment.
6. Final Deliverable
- Submit a comprehensive draft of the OceanOPS 2026-2030 Strategic Plan, ready for review and final approval.
- Optional travel to Brest, France, in March or April 2026, for in-person meetings and workshops.
Qualifications and Experience
The ideal candidate will possess a combination of academic background, extensive experience, and a deep understanding of ocean observation systems, meteorology, and international collaboration.
Educational Background
- Master’s degree in meteorology, oceanography, or a related field.
Professional Experience
- Proven long-term experience in oceanography, marine meteorology, and global ocean observing systems.
- Familiarity with WMO standards, ocean data management, and governance structures like GOOS and IOC.
- Experience conducting stakeholder surveys, strategic planning, or consultancy work in international organizations is highly desirable.
Skills and Knowledge
- Strong analytical and report-writing skills.
- Excellent communication skills in English (oral and written).
- Knowledge of WMO official languages is an advantage.
- Ability to work independently in a remote setting and manage diverse stakeholder inputs effectively.
