Call for Applications: The Hague Academy Shiraka Training Programme (STP) 2026 for (Fully Funded)

The Shiraka Training Programme (STP) is part of the broader Shiraka Programme, developed by the Dutch Ministry of Foreign Affairs. It aims to support societal development across the MENA region by enhancing government public service delivery while actively involving civilians in this process.

The programme offers specialized training for mid-career public officials, combining theoretical learning, practical exercises, and site visits. Courses cover key areas such as water management, food safety, public financial management, legislation, local governance, and social development.

Programme Goals

Shiraka fosters positive change in the MENA region by supporting:

• Societies that respect cultural and religious diversity
• States that uphold the rule of law and protect human rights, minorities, and individuals
• Economic growth that encourages prosperity and employment

Eligibility and Funding

Eligible countries: Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Oman, Palestinian Territories, Tunisia

Funding:

• Full scholarships cover travel, lodging, visa, insurance, and tuition for OECD-DAC countries
• Participants from non-OECD-DAC countries cover international travel but receive full support for lodging, insurance, and tuition
