Overview
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a Senior Technical Officer – Resource Mobilisation to be seconded to Africa CDC. This role is strategic in securing financial resources to advance Africa CDC’s mission by developing resource mobilisation strategies, cultivating donor partnerships, and overseeing grant acquisition.
Key Responsibilities
- Lead the development and implementation of resource mobilisation strategies.
- Identify diversified funding sources including governments, multilateral agencies, foundations, and private sector actors.
- Develop tailored funding proposals aligned with donor priorities and Africa CDC’s strategic objectives.
- Build and sustain long-term relationships with current and prospective donors.
- Serve as the primary donor liaison, managing communications and reporting.
- Lead grant proposal development and submission processes.
- Oversee grant implementation, compliance, and financial management.
- Provide training to Africa CDC staff and Member States on grant writing and donor engagement.
- Negotiate and formalize partnership agreements.
- Establish tracking systems and key performance indicators for mobilisation efforts.
- Collaborate with communications teams to showcase programme impact.
- Represent Africa CDC at global and regional forums to attract funding.
Requirements
- Master’s degree in Public Health, Business Administration, International Relations, Development Studies, or related field
- 5–7 years of experience in resource mobilisation, fundraising, or grant management within public health or international development
- Proven record of securing significant funding from governments, international organizations, and foundations
- Experience managing donor compliance, reporting, and complex grant budgets
- Strong understanding of resource mobilisation in intergovernmental settings
- Proven knowledge of African donor landscapes and public health challenges
- Advanced grant writing and proposal development expertise
- Leadership and training capabilities in resource mobilisation processes
- Excellent written and oral communication skills
- Cultural sensitivity and ability to work in multinational environments
- Fluency in at least one African Union working language (English, French, Arabic, Portuguese, Spanish, or Kiswahili)
- Proficiency in English is essential
