Overview
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking an InCORE Regional Expert to support the African Union Commission's Infrastructure and Energy Department in Addis Ababa, Ethiopia. This role focuses on advancing integrated, climate-resilient cross-border infrastructure corridors across Africa.
Key Responsibilities
- Support planning, budgeting, and implementation of Africa InCORE activities.
- Facilitate stakeholder engagement with AUDA-NEPAD, RECs, Corridor Management Institutions, and Member States.
- Contribute to impact monitoring and reporting.
- Manage consultancies related to integrated corridor development.
- Support the development of a continental framework for integrated infrastructure corridors.
- Align infrastructure strategies with the Continental Policy for Climate-Smart and Resilient Infrastructure.
- Promote intra-African trade, regional integration, gender equality, and social inclusion.
- Contribute to harmonisation of national, regional, and continental infrastructure policies and programmes.
- Support alignment of infrastructure strategies under PIDA.
- Facilitate mobilisation of public and private actors in infrastructure development and finance.
- Strengthen cooperation between AUC, AUDA-NEPAD, and GIZ.
- Support reporting on joint objectives and regional initiatives.
- Promote awareness of PIDA and infrastructure initiatives within AU institutions.
- Increase visibility among continental and international stakeholders.
- Develop stakeholder-oriented communication formats using modern tools and media.
Requirements
- Advanced university degree (Master’s or equivalent) in Economics, Finance, Engineering, Social Sciences, or related disciplines.
- Preferably 15 years of post-graduation general experience.
- At least 8 years of specialised experience in development cooperation, infrastructure development and finance, and collaboration with continental and international networks.
- Experience advising public-sector decision-makers at multiple hierarchical levels.
- Demonstrated work with AU institutions and regional infrastructure bodies.
- Proven multi-stakeholder management and communication expertise.
- Experience structuring complex processes and developing strategic concepts.
- Strategic and analytical thinking.
- Strong organisational, moderation, and presentation skills.
- High-level consulting experience across governance structures.
- Intercultural competence and diplomatic skills.
- English: Minimum C1 level.
- French: Minimum B2 level (advantage).
