    Job Description

    Overview

    The Independent Electoral and Boundaries Commission (IEBC) is hiring for temporary positions within the Enhanced Continuous Voter Registration (ECVR) program to support electoral integrity and voter participation in Kenya.

    Voter Registration Clerk (VRC)

    Key Responsibilities

    • Operating biometric registration kits (KIEMS/VIU tablets)
    • Verifying applicant eligibility in accordance with electoral laws
    • Guiding applicants through registration procedures and requirements
    • Ensuring safe custody of registration equipment, materials, and data
    • Transmitting daily registration data to Registration Officers
    • Upholding IEBC’s code of conduct, confidentiality, and data protection policies
    • Responding to voter inquiries and supporting verification and inspection exercises
    • Providing inclusive and courteous service to persons with disabilities and vulnerable groups

    Minimum Requirements

    • Kenyan citizen aged 19 years and above
    • Minimum KCSE grade C- (minus) or equivalent
    • Computer literacy and basic ICT skills
    • Diploma in ICT, Statistics, Education, Business Administration, or related field (added advantage)
    • Demonstrated integrity, accountability, and confidentiality

    ICT Support Officer – ECVR

    Key Responsibilities

    • Setting up, configuring, and operating KIEMS kits and related ICT equipment
    • Providing first-level troubleshooting for hardware, software, and connectivity issues
    • Supporting secure data transmission, synchronization, and backups
    • Maintaining proper custody and accountability of ICT equipment
    • Preparing ICT logs, incident reports, and handover documentation
    • Assisting in training voter registration officials on basic ICT operations
    • Ensuring system integrity, confidentiality, and compliance with IEBC policies

    Minimum Requirements

    • Certificate or Diploma in Information Technology, Computer Science, Information Systems, or related field
    • Basic knowledge of computer hardware, applications, and networking
    • Ability to troubleshoot ICT challenges under pressure
    • Strong communication and interpersonal skills
    • Demonstrated neutrality, integrity, and confidentiality
    • Must be a Kenyan citizen and a registered voter
    • Availability to work extended hours, including weekends and public holidays

    Voter Registration Assistant (VRA)

    Key Responsibilities

    • Supervising Voter Registration Clerks within the ward
    • Assisting in planning and coordinating KIEMS kit movement schedules
    • Collating and submitting voter registration data
    • Ensuring security of equipment and registration materials
    • Monitoring and reporting registration progress
    • Publicizing voter registration activities to meet ward-level targets

    Minimum Requirements

    • Kenyan citizen and registered voter
    • At least 21 years old
    • Resident of the constituency/ward applied for
    • Minimum Diploma in ICT or related field
    • Strong communication skills in English and Kiswahili (local language proficiency is an advantage)
    • Demonstrated integrity, impartiality, and respect for diversity
    • Willingness to work long hours under field conditions
    • Availability for the entire registration period

    Important Eligibility Conditions (All Positions)

    • Must not have held elective office or served as a candidate or party agent within the last five (5) years
    • Must present:
      • Copy of National Identification Card
      • Copies of academic certificates
      • Relevant testimonials
