    Background

    The WMO seeks a highly skilled consultant to enhance ClimWeb and its associated digital tools to support Impact-Based Forecasting (IBF) and Early Warning (EW) services in Central Africa.

    The consultancy will involve the development of a modular product-ingestion plugin, integration of CAP alert functionality into ClimWeb’s MapViewer, and the provision of technical advisory support on geospatial data and AI-driven functionalities.

    This initiative is part of WMO’s commitment to improving early warning systems, climate services, and disaster risk reduction across North, Central, and West Africa. The consultancy offers the opportunity to work remotely while contributing to significant advancements in climate and weather information management in the region.


    Duties and Responsibilities

    The consultant will deliver on three main components:

    Component 1 – Product-Ingestion Plugin (Priority Component)

    • Design and Development: Create a modular ClimWeb-integrated plugin that allows institutions to seamlessly ingest national, regional, and global datasets into their ClimWeb instances.
    • Data Integration: Integrate priority products from major sources, including Regional Climate Centers, RSMCs, Climate Station, ECMWF, NOAA GFS, GloFAS, and Google Flood Hub.

    • Configuration Tools: Develop user-friendly interfaces for dataset mapping and automatic update scheduling.
    • Documentation: Provide comprehensive technical documentation, configuration guides, and code repositories via GitHub to facilitate adoption and future maintenance.

    Component 2 – MapViewer / CAP Composer Integration

    • CAP Alert Prototypes: Develop prototype functionality to pre-generate CAP alerts, enhancing early-warning dissemination capabilities.
    • Workflow Improvements: Optimize semi-automated workflows for the generation of impact-based forecasting information and CAP alert messages at local and regional levels.
    • Support & Advisory Tools: Enable CAP warning generation based on supporting information, including notifications to forecasters, proposed standard messages, and advisories aligned with hazard and risk levels.

    Component 3 – Technical Advisory Support

    • Geospatial Data Advice: Provide expert technical guidance on geospatial data flows, forecast communication, and innovative applications for West and Central Africa.
    • Integration Roadmap: Develop a detailed roadmap for incorporating MapRooms (IRI) functionalities into ClimWeb’s MapViewer, improving interoperability and user experience.
    • AI Functionality Planning: Propose AI-based functionalities and a technical roadmap for integrating them into future ClimWeb releases, including AI-driven geospatial analysis and AI-assisted pre-filling features in the CAP Composer.

    Qualifications

    Education

    • Advanced degree in ICT, applied meteorology, hydrology, or a related discipline.

    Professional Experience

    • Demonstrated expertise in geospatial data engineering, backend development, and ETL automation for vector and raster datasets.
    • Advanced technical skills in PostgreSQL/PostGIS, tile servers, pg_tileserv, MapServer, and GeoServer.
    • Experience with web-GIS frameworks such as Leaflet, Mapbox GL, and OpenLayers.

    • Familiarity with ClimWeb, GeoManager, Wagtail.
    • Experience integrating meteorological, hydrological, climate, satellite, and model datasets.
    • Knowledge of climate services, impact-based forecasting, early-warning workflows, and CAP is an asset.
    • Proficiency in version control (Git) and Linux-based deployments.

    Languages

    • Excellent command of English (oral and written) is required.
    • Knowledge of French is an advantage.
    • (Note: WMO official languages are Arabic, Chinese, English, French, Russian, and Spanish.)

    Remuneration

    • Proposed Fee: Payband C or D (USD 390–750 PER DAY), depending on the candidate’s experience, knowledge, and skills.
