    Through its humanitarian arm, LWF World Service, the organization strives to bring justice, peace, and reconciliation in some of the most challenging and fragile contexts globally.     Given the increasing unpredictability and complexity of global crises, the organization is expanding its operational capacity through the deployment of a Roving Emergency Coordinator (REC), a role designed to provide rapid, on-demand support during emergencies across its global portfolio.     Purpose of the Role

    The Roving Emergency Coordinator (REC) is a critical component of the LWF’s humanitarian response mechanism. The primary aim of this role is to provide flexible, on-demand technical and operational support to LWF country programs during emergency situations.

    The REC’s work is designed to enhance the capacity of country teams to respond effectively to crises, ensure adherence to humanitarian standards, and facilitate rapid deployment during acute emergencies.

    The REC will work in close coordination with the Global Humanitarian Team, supporting preparedness activities, surge responses during crises, capacity building, and ensuring that humanitarian interventions are timely, effective, and aligned with international standards. The role requires a dynamic individual with the ability to deploy rapidly, adapt to diverse contexts, and work across multiple sectors and regions.


    Key Responsibilities

    Emergency Response and Surge Support

    The core function of the REC involves deploying at short notice to support country programs during large-scale emergencies (L3 emergencies) or during significant spikes in prolonged crises. This entails conducting rapid needs assessments, providing operational and technical guidance, and supporting the scaling-up of emergency interventions. The REC will assist in the preparation of emergency appeals and proposals, liaise with humanitarian partners, and coordinate with relevant actors to ensure effective response efforts.

    While on deployment, the REC will work directly with country teams to evaluate immediate needs, help establish operational priorities, and support the implementation of emergency response activities. When not deployed, the REC will provide remote technical support to maintain continuous capacity strengthening and preparedness activities.

    Technical Support and Capacity Building

    A significant aspect of the REC role involves delivering technical guidance to enhance humanitarian response capabilities within country programs. This includes designing and reviewing emergency response strategies, ensuring compliance with humanitarian standards such as Sphere, the Core Humanitarian Standard (CHS), and the LWF Code of Conduct. The REC will facilitate training sessions on emergency preparedness, disaster risk reduction (DRR), and sector-specific standards, such as Education in Emergencies (EiE) and Water, Sanitation, and Hygiene (WASH).

    The REC will also work on strengthening country-level humanitarian mechanisms, including developing or updating Emergency Preparedness and Response Plans, establishing or improving Humanitarian Response Teams, and supporting the development of agile policies and procedures for emergency contexts.

    Preparedness and Country Program Support

    Beyond immediate response, the REC plays a vital role in strengthening the preparedness capacity of country programs. This involves scenario planning, risk monitoring, and analysis of evolving humanitarian contexts. The REC will support country teams in identifying capacity gaps and facilitating targeted training or technical assistance. In addition, the REC will work with member churches and local partners to bolster their preparedness and response capacities, ensuring community-based approaches are prioritized.

    Emergency Roster Management and Deployment Coordination

    The REC will support the Global Humanitarian Coordinator (GHC) in maintaining and developing the LWF Emergency Roster. This includes onboarding new roster members, developing generic Terms of Reference (ToRs) for deployments, and coordinating rapid responses in collaboration with country programs. The REC will assist in ensuring that deployment logistics, briefing, and debriefing processes are efficient and responsive.

    Coordination, Representation, and Networking

    The REC will serve as a key representative for LWF during deployments, liaising with UN agencies, INGOs, ACT Alliance partners, and other humanitarian actors. The role involves active participation in coordination meetings, information sharing, and learning platforms to promote a shared understanding of humanitarian challenges and best practices.


    Qualifications and Experience

    Educational Background

    • A university degree in a relevant field, such as emergency response, political science, social sciences, or development studies. A postgraduate qualification in a related area is an advantage.

    Professional Experience

    • Minimum of 10 years of professional experience in humanitarian emergency response, ideally in field settings.
    • Proven ability to support capacity strengthening and deliver training in emergency contexts.
    • Experience in rapid assessments, developing proposals, and implementing emergency projects is essential.

    • Technical expertise in Education in Emergencies (EiE) or Water, Sanitation, and Hygiene (WASH) is highly advantageous.
    • Experience working with UN clusters, inter-agency coordination mechanisms, and NGO platforms is desirable.
    • Demonstrated ability to operate effectively in complex, insecure environments with adaptability, flexibility, and resilience.

    Language Skills

    • Advanced proficiency in English is required.
    • Fluency in French, Spanish, or Arabic is highly desirable to enhance engagement in diverse operational contexts.

    Core and Functional Skills

    The candidate should demonstrate advanced skills in leadership, accountability, people management, and communication. Resource-level skills in working effectively with others, analytical thinking, facilitation, negotiation, project management, and networking are also essential.


    Personal Attributes and Competencies

    The ideal candidate will possess a strong sense of initiative, proactive problem-solving skills, and the ability to work under stress in unpredictable environments. They should demonstrate cultural sensitivity, teamwork, and a commitment to humanitarian principles.

    A flexible and adaptable approach is necessary to deploy rapidly and manage diverse operational challenges.
