The Chief of Human Resources will lead the HR unit, focusing on effective workforce planning, strategic talent acquisition, staff administration, staff development, learning, and protocol. You will support UNFCCC’s mission by optimizing human resources to meet the organization’s evolving needs.

Key Responsibilities
Strategic HR Management
- Develop and implement HR strategies, policies, and procedures aligned with organizational goals
- Review existing HR policies and practices, recommending improvements for efficiency and effectiveness
- Support senior management on culture change, leadership development, and staff engagement
- Provide data-driven HR reports for decision-making and organizational planning
Talent Management & Workforce Planning
- Drive talent attraction, retention, and promotion strategies
- Lead recruitment efforts, including vacancy approval, shortlisting, interviewing, and selection of senior roles
- Develop succession plans and targeted recruitment campaigns
Staff Benefits & Entitlements
- Oversee and advise on staff conditions of service and benefits
- Propose changes to policies in line with rules and regulations
- Represent UNFCCC in external bodies on conditions of service
Staff Development & Career Support
- Design and oversee staff development programs
- Provide career guidance and mobility support
- Implement performance management initiatives and induction programs
Leadership & Team Management
- Manage and supervise the HR team to cultivate a positive, innovative, and efficient service culture
- Ensure effective work planning, goal setting, and performance evaluation within the HR unit
Qualifications & Experience
Education
- Advanced university degree (Master’s or equivalent) in Human Resources Management, Business Administration, Public Administration, or related field
- A combination of a university degree and additional relevant experience may be considered
Experience
- Minimum of 10 years of progressively responsible experience in HR management, including leadership roles
- Proven success in delivering innovative HR services in multicultural environments
- Experience with HR policies, UN system or international organizations preferred
- Knowledge of HR systems such as Umoja SAP, PeopleSoft is an asset
Language Skills
- Fluency in written and spoken English is essential
- Working knowledge of another UN language is an advantage
Compensation
- Net Annual Salary: US$ 103,165
- Variable Post Adjustment: Approximately 40% of net salary
