Job Overview
The Regional Programs Manager (RPM) is a pivotal member of the Programs department at MedGlobal. This role involves supporting program implementation across multiple countries, ensuring that project goals align with organizational strategies, donor requirements, and regional priorities.
The RPM will report directly to the Chief Operating Officer (COO) and will be responsible for guiding country offices, overseeing project execution, and fostering partnerships. The position requires a highly organized, strategic thinker with substantial experience in program management, international development, and multisector coordination.
Given the international scope, the RPM will often travel short-term to field locations to support project launches, capacity building, and stakeholder engagement.
The role demands excellent leadership skills, technical expertise in program planning and evaluation, and the ability to coordinate across diverse teams and stakeholders.
Main Responsibilities and Duties
1. Program Design, Planning & Implementation
The RPM provides strategic leadership in designing, planning, executing, and evaluating programs in designated countries. This involves:
- Aligning programs with MedGlobal’s Medical Strategy and regional priorities, ensuring that all activities contribute to the organization’s three-year strategic vision.
- Supervising and mentoring country teams to turn strategic objectives into operational plans, with clear roles, timelines, and deliverables.
- Reviewing proposals, concept notes, needs assessments, and reports to maintain quality, consistency, and compliance with donor and organizational standards.
- Tracking program performance by analyzing data, monitoring progress against indicators, and implementing corrective actions when needed.
- Leading regular meetings with field teams to ensure accountability, facilitate knowledge sharing, and promote team cohesion.
2. Context Analysis & Strategy Development
The RPM leads the development of contextual strategies by:
- Guiding country representatives in assessing local needs, aligning interventions with Humanitarian Response Plans (HRPs), and cluster priorities.
- Overseeing data collection and needs assessments to inform program design, ensuring timely and relevant responses.
- Serving as the liaison between HQ and field teams, streamlining communication and operational workflows.
- Promoting regional learning by documenting best practices and facilitating knowledge sharing to improve program impact.
3. Field Coordination & Coaching
The RPM oversees the effective functioning of field operations through:
- Developing and managing program budgets aligned with organizational priorities and fiscal responsibility.
- Providing oversight and support to resolve queries between field teams and departments such as medical, MEAL, finance, HR, and IT.
- Mentoring country representatives to achieve strategic goals, improve performance, and ensure operational excellence.
4. Field Administration, Logistics, & Capacity Building
The role involves leading efforts in:
- Supervising financial reporting from field offices to ensure accuracy and timeliness.
- Maintaining comprehensive databases of country-specific information and ongoing projects.
- Designing and delivering training programs for field staff on project management, database systems, and other relevant skills to build team capacity.
5. Monitoring, Evaluation, and Learning (MEAL)
The RPM guarantees that all regional projects adhere to rigorous MEAL frameworks, overseeing:
- The consistent application of monitoring and evaluation protocols.
- Ensuring accountability and continuous improvement through data-driven insights.
- Supporting learning initiatives to inform future program strategies.
6. Stakeholder Engagement & Coordination
The role requires strategic oversight of all communication and engagement activities:
- Building and maintaining relationships with current and prospective donors.
- Leading participation in regional and local clusters, technical meetings, and coordination forums.
- Ensuring timely dissemination of reports and critical information impacting program implementation.
- Representing MedGlobal at various forums, advocating for the organization’s mission and goals.
7. Grant Management & External Relations
The RPM guides the development of proposals and manages grant-related activities by:
- Working with country teams to prepare concept notes and proposals aligned with regional priorities.
- Monitoring progress, ensuring timely submission of high-quality reports.
- Ensuring detailed documentation of project activities, financials, and outcomes.
- Overseeing the collection of necessary information from field partners and maintaining compliance with donor requirements.
8. Volunteer Relations & Support
Additionally, the RPM manages volunteer engagement by:
- Ensuring the delivery of orientation programs for volunteers participating in MedGlobal’s Resiliency Medical Missions (RMM).
- Supervising volunteer logistics, safety, and security protocols during missions.
- Fostering a supportive environment that enhances volunteer engagement and operational effectiveness.
Qualifications & Skills
The ideal candidate will possess a combination of education, experience, and personal attributes, including:
Educational Qualifications:
- A minimum of a Bachelor’s degree in a relevant field such as public health, development studies, international relations, or similar. A master’s degree is preferred.
- Additional qualifications in health, nutrition, or related fields are advantageous.
Professional Experience:
- A minimum of 8 years of extensive NGO experience working in multiple countries.
- Proven track record in program planning, management, and implementation.
- Experience managing personnel, supervising teams, and conducting training.
- Knowledge of public and community relations.
- Familiarity with proposal writing, budgeting, and reporting.
- Experience with data management systems and software applications.
Technical Skills:
- Strong organizational and project coordination skills.
- Ability to analyze complex data and generate actionable insights.
- Capacity to adapt to changing contexts and work under pressure.
- Fluency in spoken and written English; additional languages are a plus.
Knowledge of Funding & Partnership Systems:
- Extensive understanding of UN, INGOs, and donor funding mechanisms and partnership systems.
