    WHO plays a pivotal role in leading the global health ecosystem, acting swiftly in health crises such as pandemics, conflicts, and outbreaks, while providing technical guidance and fostering international cooperation. Despite its immense impact, WHO’s resource gap remains a significant barrier to fulfilling its mandate.

    The WHO Foundation was established to bridge this gap by attracting philanthropic support, private sector investment, and innovative funding mechanisms, ensuring WHO’s continued leadership in global health.

    Purpose of the Role

    The Strategic Engagement Program Manager is a key member of the development team tasked with supporting the Foundation’s investment blueprint for various health programs and impact areas.

    This role emphasizes developing innovative investment opportunities, conducting critical research and analysis, and producing high-quality content to inform strategic decision-making and stakeholder engagement.

    The Program Manager will work closely with internal teams and external partners, including WHO, donors, and philanthropic organizations, to shape partnerships, develop proposals, and manage grants. The position requires a blend of strategic thinking, operational execution, and relationship cultivation in a dynamic, fast-paced environment.

    The Strategic Engagement Program Manager will report to one of four Heads of Strategic Engagement within the Foundation’s Development department.


    Key Responsibilities

    Strategic Program Management and Stakeholder Engagement

    • Identify and Monitor Investment Opportunities: Work with prospect researchers to source and evaluate potential partnerships aligned with WHO Foundation priorities. Track progress and update stakeholders regularly.
    • Coordinate and Produce Materials: Develop strategic materials—such as presentations, briefing notes, and reports—ensuring alignment with WHO’s strategic goals and the Foundation’s investment framework.

    • Manage Investment Initiatives: Lead initiatives from opportunity assessment through to donor-facing materials, ensuring a seamless process and clear communication.
    • Liaison and Collaboration: Act as a bridge between the Strategic Engagement team and other organizational units, including regional teams, communications, and stewardship functions.
    • Support WHO Engagement: Engage with WHO technical teams where relevant to ensure alignment of investment initiatives with WHO’s strategic priorities.

    Data Quality, Analysis, and Impact Assessment

    • Data Management: Design and oversee data collection, quality assurance, and reporting processes related to fundraising opportunities.
    • Trend Analysis and Insights: Use secondary data sources to analyze global health trends, assess impact, and generate insights to inform investment decisions.

    • Impact Visualization: Develop analytical frameworks and visualizations to communicate potential impact, supporting proposals and stakeholder presentations.
    • Collaborative Data Work: Coordinate with WHO teams and partners to ensure data integrity, timely transfer, and effective monitoring.

    Portfolio Development and Strategic Analysis

    • Develop Investment Portfolio: Support the creation and refinement of the Foundation’s health program portfolios, using data-driven insights to identify emerging opportunities.
    • Evidence Synthesis: Conduct literature reviews, synthesize research findings, and identify key trends relevant to health investments.
    • Innovative Financing: Contribute to the development of innovative funding mechanisms, including pooled funds, and prepare related materials for internal and external audiences.

    Proposal Development, Grant Management, and Project Support

    • Support Proposal Preparation: Provide technical and data inputs to aid in proposal development, ensuring alignment with donor requirements.
    • Grant Cycle Management: Assist with all aspects of the grant management cycle, including disbursement, monitoring, evaluation, and reporting.
    • Operational Support: Help coordinate operational activities related to grants, including partner identification, disbursement, and compliance.

    Internal Capacity Building and Cross-Functional Collaboration

    • Capacity Building: Train and mentor junior staff and interns on WHO programs, impact measurement, and data analysis.
    • Knowledge Sharing: Lead internal sessions to disseminate insights, best practices, and project learnings.
    • External Communication: Collaborate with communications teams to produce data-driven impact stories and evidence-based content for stakeholders.

    Candidate Profile

    Essential Qualifications and Skills

    • Educational Background: Master’s degree or equivalent in public health, international development, humanitarian action, or related fields.
    • Data Analytics Expertise: Strong skills in quantitative data analysis, using statistical software and visualization tools to interpret secondary data.

    • Technical Writing & Design: Ability to produce high-quality, visually compelling presentations and reports, with proficiency in PowerPoint, Canva, or similar tools.
    • Global Health Knowledge: Sound understanding of the global health ecosystem, including WHO’s role, emerging issues, and health priorities.

    • Language Proficiency: Fluency in English is mandatory; proficiency in French or other languages is a plus.
    • Operational Experience: At least 2 years working in health-related sectors such as NGOs, UN agencies, private sector, or consultancy firms.

    • Analytical & Strategic Thinking: Demonstrated ability to synthesize evidence, develop impact cases, and support strategic decision-making.
    • Adaptability & Autonomy: Comfortable working independently in a fast-paced environment, demonstrating entrepreneurial spirit and problem-solving skills.
    • Interpersonal Skills: Excellent relationship-building skills, with sensitivity to diverse cultural backgrounds.

    Desirable Qualifications

    • Experience working in Latin America, Africa, Middle East, or Asia.
    • Knowledge of global health funding landscape, including philanthropic and multilateral donors.

    • Experience supporting high-impact health programs or thematic areas like NCDs, infectious diseases, digital health, or climate and health.
    • Exposure to monitoring and evaluation (M&E) metrics, impact measurement, and data visualization tools.
    • Multilingual ability, especially in French or other UN languages.
