    The Global Environment Facility Small Grants Programme (GEF SGP) in the Maldives has announced a Capacity Development Grant for Civil Society Organizations (CSOs), community-based organizations (CBOs), and research institutions. With a grant of up to US$75,000 and applications open until 18 April 2026, this initiative aims to strengthen the technical skills, proposal development, and monitoring and evaluation (M&E) capacities of local organizations. By equipping Maldivian CSOs with the tools to design high-quality proposals and manage projects effectively, this grant promotes sustainable development, community wellbeing, and environmental stewardship.

    Objectives of the Grant

    The Capacity Development Grant is part of the eighth operational phase of the SGP (OP8), which builds on over 30 years of empowering local civil society. The grant focuses on three key areas:

    1. Grant Proposal Writing and Technical Skills
      Selected organizations will conduct workshops and training sessions to improve the ability of CSOs and CBOs to write compelling and fundable grant proposals. These sessions will include guidance on donor expectations, structuring proposals, common pitfalls, and practical exercises. One dedicated workshop will focus on helping existing SGP grantees with interim and final report submissions, strengthening their compliance with funding requirements.
    2. Monitoring, Evaluation, and Knowledge Management
      Organizations will support grantees in monitoring and documenting project outcomes, using simplified M&E tools, ensuring data quality, and developing reporting frameworks. This component aims to enhance grantees’ ability to track progress, analyze results, and disseminate lessons learned effectively, allowing successful projects to be scaled and replicated.
    3. Advocacy and Communication
      The grant also includes conducting a two-year advocacy campaign to raise awareness of the work and successes of Maldivian CSOs. This involves producing communication materials such as social media content, infographics, short videos, and reports, as well as organizing webinars, virtual networks, and roundtable meetings with stakeholders. Through these activities, CSOs can amplify their impact, influence policy, and foster multi-stakeholder collaboration.

    Local civil society organizations are vital actors in addressing social, environmental, and economic challenges in the Maldives. However, many face limitations in accessing funding, managing projects, and effectively communicating their results. By enhancing capacity in proposal writing, M&E, and advocacy, this grant equips CSOs with the skills necessary to secure resources, manage projects efficiently, and generate meaningful impact in their communities.

    Moreover, the grant encourages the sharing of knowledge and best practices, promoting innovation and replication of successful projects. By linking CSOs, CBOs, local councils, line ministries, and development partners, the initiative strengthens networks and fosters collaboration. This ultimately leads to more sustainable community-driven development initiatives, improved environmental resilience, and empowerment of marginalized groups, including women, youth, and persons with disabilities.

    Who Can Apply

    This opportunity is open to:

    • National and local CSOs and NGOs
    • Community-based organizations (CBOs)
    • Research bodies with relevant experience

    Eligible organizations must demonstrate experience in capacity building, proposal development, M&E support, and advocacy campaigns. The team should include members with social sciences or management backgrounds, expertise in communications, and hands-on experience with community development projects.

    How to Apply

    Interested organizations should submit:

    • A detailed proposal outlining methodology and approach for all three components (workshops, M&E support, advocacy).
    • A budget and work plan covering a period of 24–36 months (2026–2028).
    • CVs of proposed team members with clearly defined roles.
    • A letter of application describing relevant experience and capacity.
