    Job Description

    Overview

    The Elders is seeking a Campaign Consultant (International Rule of Law) to support the development of an advocacy initiative aimed at strengthening global commitment to international legal norms. This consultancy offers a unique opportunity to contribute to a strategic campaign focused on defending multilateralism, legal accountability, and peaceful dispute resolution.

    Background

    The Elders is an independent group of global leaders. The international rule of law is facing significant strain due to geopolitical competition, coercive state conduct, selective compliance with international obligations, erosion of the prohibition on the use of force, and declining authority of multilateral institutions. The Elders are developing an advocacy campaign to influence policymakers to recommit to the international rule of law and mobilize public support.

    Purpose of the Consultancy

    The consultant will provide analytical, strategic, and drafting support for the initial design of the international rule of law campaign, which is expected to run from the second half of 2026 through the first half of 2027. The consultant will help shape policymaker engagement strategies, public-facing campaign narratives, and strategic positioning and framing.

    Scope of Work and Deliverables

    The consultant will provide 10–15 days of advisory support between 15 March and 20 April 2026, working closely with The Elders’ Secretariat. Key deliverables include a policy brief, contributions to a campaign concept note and proposal, and policy recommendations and calls to action.

    Reporting and Ways of Working

    The consultant will report to the Director of Communications and collaborate closely with the Communications and Programmes teams. Working arrangements include virtual meetings, availability via phone, Teams, and email, desk-based research, and possible attendance at meetings on behalf of the Secretariat.

    Required Expertise

    Ideal candidates will demonstrate deep knowledge of international law and global governance, strong understanding of foreign policy dynamics, proven experience in advocacy campaign design, excellent analytical and drafting skills, and experience working with high-level policymakers or multilateral institutions.
