    International Team Leader (Energy) – Renewable Energy Consultancy in Sub-Saharan Africa

    Mercy Corps is seeking a highly experienced International Team Leader to support the Nigerian Energy Support Programme (NESP III) through the development of off-grid renewable energy projects across Sub-Saharan Africa, with significant engagement in Nigeria.

    This senior-level consultancy role is ideal for a seasoned renewable energy expert with deep experience in rural electrification, donor-funded programmes, and multi-country advisory leadership.

    Role Overview

    The Team Leader will provide strategic leadership and oversight for a pool of technical and transactional advisory experts under NESP III. The role requires high-level coordination with public and private sector stakeholders to strengthen enabling environments for renewable energy deployment.

    This is a Key Expert consultancy assignment based in Sub-Saharan Africa, with up to 40% travel, including travel to potentially insecure or resource-limited locations.


    Key Responsibilities

    Strategic Leadership & Programme Coordination

    • Provide overall direction for advisory packages delivered under the assignment
    • Ensure alignment and complementarity with other national and local project activities
    • Support GIZ in strategy refinement, evaluations, and preparation for follow-on phases
    • Maintain results-oriented and adaptive implementation frameworks

    Team Management & Quality Assurance

    • Lead and coordinate a multidisciplinary expert team
    • Identify and plan short-term technical assignments
    • Ensure high-quality, timely deliverables aligned with client standards
    • Maintain coherence and technical excellence across outputs

    The role demands at least 10 years of management experience, including leading donor-funded project teams.


    Capacity Development & Technical Oversight

    • Design and oversee capacity-building measures for government institutions, regulators, and utilities
    • Integrate cross-cutting themes such as gender equality, inclusion, and climate resilience
    • Establish robust monitoring systems and adaptive management processes

    Financial & Administrative Oversight

    • Oversee financial planning and ensure proper use of funds
    • Ensure compliance with contractual and reporting requirements
    • Deliver progress reports in line with agreed timelines

    Safeguarding & Ethics

    Mercy Corps places strong emphasis on safeguarding, accountability, and ethical conduct. The Team Leader must:

    • Integrate safeguarding practices into project design and implementation
    • Uphold the Mercy Corps Code of Conduct
    • Encourage transparent reporting and accountability mechanisms

    Required Qualifications

    Education

    • Master’s degree (or equivalent) in:
      • Energy engineering
      • Renewable energy
      • Power systems
      • Energy economics or markets

    Professional Experience

    Candidates must demonstrate:

    • Minimum 12 years in the power sector (public and private)
    • At least 10 years in renewable energy project development
    • 5 years in rural electrification projects
    • 10 years of leadership experience, including managing donor-funded teams
    • 8 years of experience in West Africa, with 4 years in Nigeria
    • At least 5 years of international experience in two countries outside West Africa
    • 8+ years in development cooperation projects

    Language

    • Excellent English (C1 level, CEFR)
