    The World Health Organization (WHO) is seeking a highly experienced and dedicated Consultant to support the Global Health and Peace Initiative (GHPI).

    This role involves providing technical expertise, operational inputs, and strategic coordination to advance the GHPI roadmap at a global level. The consultant will be instrumental in generating evidence, fostering awareness, capacity-building, and strengthening partnerships across diverse stakeholders, including Member States, regional offices, and partner organizations.

    This consultancy is positioned within the Humanitarian Policy and Interagency Coordination (HPC) Unit, under the Humanitarian and Disaster Management Department of WHO’s Health Emergencies Programme. The successful candidate will work closely with Member States, notably Switzerland and Oman, and contribute to the implementation of guidance issued by the World Health Assembly (WHA).


    Purpose of the Consultancy

    The primary purpose of this consultancy is to support the WHO’s efforts to integrate health and peace strategies into global health policies, programming, and advocacy.

    The consultant will develop technical guidance, facilitate stakeholder engagement, and contribute to the evidence base that promotes peacebuilding through health initiatives.

    Key responsibilities include developing and refining approaches for GHPI implementation, producing technical briefs, conducting stakeholder consultations, supporting capacity-building activities, and mainstreaming health and peace concepts into broader WHO strategic frameworks.


    Key Responsibilities and Deliverables

    1. Developing Technical Guidance and Policy Frameworks

    The consultant will be tasked with creating and refining technical approaches, methodologies, and guidance documents to facilitate the effective implementation of GHPI. They will prepare technical briefs for the 156th WHO Executive Board, synthesize Member State recommendations, and translate these into actionable policies.

    Expected Deliverable:

    • Draft and finalize technical approaches and guidance documents by 30 March 2026.
    • Prepare summaries and reports that synthesize Member State recommendations, facilitating strategic decision-making at the global level.

    2. Stakeholder Engagement and Technical Consultations

    A vital aspect of this role involves designing and leading high-level consultations with key stakeholders, including Switzerland, Oman, regional offices, and partner organizations. The consultant will facilitate bilateral engagements, organize workshops, and foster consensus on strategic directions for GHPI.

    Expected Deliverable:

    • Conduct stakeholder consultations and produce evidence-based materials for discussions by 30 March 2026.
    • Facilitate stakeholder feedback sessions and produce monthly progress reports.

    3. Development of the GHPI Handbook

    The consultant will contribute to the development of a comprehensive GHPI Handbook that details the health and peace approach. This involves reviewing existing methodologies, integrating feedback, and ensuring the handbook reflects current best practices.

    Expected Deliverable:

    • Complete review, revisions, and stakeholder feedback sessions on the handbook by 30 November 2026.
    • Finalize and publish the handbook as a strategic resource for WHO and partners.

    4. Linking Health and Peace Initiatives

    The consultancy will involve conducting desk reviews, collecting case studies, verifying data, and producing analytical reports to demonstrate the impact of health and peace initiatives. These reports will support advocacy, strategic planning, and evidence generation.

    Expected Deliverable:

    • Draft case studies and analytical reports monthly, with a comprehensive review by 30 November 2026.

    5. Fundraising and Resource Mobilization

    Another critical component involves developing technical materials to support fundraising efforts, including drafting proposals, investment cases, and indicators to measure the outcomes of health and peace initiatives.

    Expected Deliverable:

    • Draft 1 proposal or investment case, and 1 progress report, by 30 November 2026.
    • Develop technical documents supporting resource mobilization and donor engagement.

    6. Capacity Building and Awareness Activities

    The consultant will co-design training curricula, organize webinars, workshops, and awareness campaigns to promote understanding of health and peace concepts across regions. Collaboration with WHO regional offices and partners will be essential.

    Expected Deliverable:

    • Support or organize 1 training or awareness event, and revise curricula or guidance documents by 30 November 2026.

    7. Facilitating Cross-Regional Collaboration

    The role involves coordinating efforts across WHO regions, especially working with the Africa region (AFRO), to share lessons learned, harmonize approaches, and support country-level programming.

    Expected Deliverable:

    • Produce a knowledge-sharing report and lessons learned summary by 30 June 2026.

    8. Mainstreaming and Policy Integration

    The consultant will develop methodologies, tools, and policy options to embed health and peace concepts into WHO’s strategic planning, research, and advocacy activities.

    Expected Deliverable:

    • Draft or review at least 1 methodology/tool, and provide updates on mainstreaming efforts by 30 November 2026.

    Qualifications and Experience

    Educational Qualifications

    • An advanced university degree (Master’s level or higher) in social or political sciences, diplomacy, international relations, public health, or related fields aligned to health and peace.

    Professional Experience

    • A minimum of 5 years of relevant experience in areas related to health and peace, including public health programming, peacebuilding, conflict analysis, and humanitarian response.
    • Experience working with peacebuilding initiatives, conflict sensitivity, or “do no harm” approaches in health sectors is highly desirable.
    • Knowledge of the UN Peacebuilding Fund and fundraising mechanisms for peacebuilding activities is advantageous.

    Skills and Competencies

    • Strong knowledge of the UN’s sustaining peace agenda, with the ability to synthesize complex technical information for diverse audiences.
    • Excellent research, writing, and proposal development skills, with experience in monitoring and evaluation.

    • Applied conflict sensitivity and “do no harm” principles in health programming.
    • Strong organizational skills, with the ability to work proactively and independently under tight deadlines.
    • Excellent interpersonal skills, with diplomatic tact, political awareness, and cultural sensitivity.

    Languages

    • Essential: Expert knowledge of English.
    • Desirable: Intermediate knowledge of another UN language (Arabic, Chinese, French, Russian, or Spanish).

    Location and Travel

    This position is home-based, allowing the consultant to work remotely from any location. Travel will be required, especially for stakeholder consultations, regional meetings, or capacity-building activities. The consultant must be willing to travel internationally as needed.


    Remuneration and Budget

    The consultancy offers a competitive remuneration package aligned with WHO standards, at USD 7,000 to 9,980 per month (Band level B). Travel costs are excluded from this budget and will be covered separately according to WHO policies.
