Applicants should therefore clearly demonstrate how their proposed initiative aligns with the broader goals of dialogue, peace, social cohesion, and community trust-building.

2. Opportunity or Innovation Argumentation – 30%

Another 30% of the assessment focuses on the strength of the applicant’s opportunity or innovation argument.

Applicants will be expected to provide a concise but convincing explanation of:

• The context or challenge they want to address.
• The proposed intervention.
• The activities they intend to undertake.
• Why the proposed approach represents an innovative or promising response to the identified problem.

A strong application should clearly connect the problem, proposed intervention, and expected results. Applicants should avoid simply describing routine organizational activities and instead demonstrate what makes their proposed approach timely, innovative, or particularly promising.

3. Estimated Impact – 25%

The estimated impact of the proposed intervention accounts for 25% of the evaluation.

Evaluators will consider how likely the proposed project is to produce the intended social results.

Applicants should therefore clearly explain the changes they expect their intervention to generate and demonstrate a realistic connection between their planned activities and the expected impact on the targeted community.

4. Feasibility and Proportionality – 15%

The remaining 15% of the evaluation focuses on feasibility and proportionality.

While all types of costs are considered admissible, applicants must explain how individual budget items directly contribute to the specific opportunity or innovation being proposed.

The grant should not simply subsidize the applicant organization’s everyday operations. Instead, the budget should be clearly connected to the proposed intervention and proportionate to the activities and anticipated results.

Required Application Documents

Applicants must submit an application form alongside several supporting documents.

The required documentation includes:

1. Valid registration documentation for the applicant organization or fiscal host.
2. The statute of the applicant organization or fiscal host.
3. A list of staff members and their respective roles within the applicant organization or fiscal host.
4. A completed budget using the required budget template.
5. For coalitions or organizations working through fiscal hosts, a duly signed Memorandum of Understanding between the relevant parties.

The Memorandum of Understanding should clearly establish the distribution of roles and responsibilities between the participating parties, including arrangements governing the management and use of grant funds.

Applicants should ensure that all required documents are complete and properly prepared before submitting their applications.

Application Decision Timeline

The European Fund for the Balkans aims, in principle, to communicate application decisions within five working days after an application has been submitted.
