    Frontline AIDS is seeking a qualified consultant to conduct a comprehensive Health Financing Review to support its Transition Initiative aligned with the 2026–2030 strategy.

    The role involves analyzing health financing landscapes, synthesizing evidence, and providing strategic insights to inform sustainable health system financing in low- and middle-income countries.

    The consultancy offers an opportunity to contribute to global health reforms, focusing on health financing reform, domestic resource mobilization, and sustainability.

    About Frontline AIDS

    Frontline AIDS is a global partnership of civil society and community organizations dedicated to ending AIDS. Under its new Strategy 2026-2030, the organization aims to scale up health financing efforts, emphasizing sustainable and inclusive health systems.

    The Transition Initiative focuses on civil society and community partners influencing health financing reforms, budget allocations, and social contracting, with notable advocacy successes at regional and national levels.

    Key Responsibilities

    • Conduct a landscape and scoping review of health financing in LMICs, focusing on sustainability, domestic resource mobilization, and reform processes.
    • Analyze the current health financing landscape, including global frameworks such as the African Leaders Meeting, the Accra Reset, the Lusaka Agenda, and the Global Financing Facility.

    • Synthesize evidence and data into clear, actionable recommendations.
    • Provide interim technical leadership for the learning component of a significant programme in Ukraine.
    • Support strategic analysis and positioning within the wider health financing ecosystem.

    Candidate Profile

    • Advanced degree in health economics, public health, public policy, development studies, or equivalent professional experience.
    • Demonstrated expertise in health financing, domestic resource mobilization, and reform in LMICs.

    • Familiarity with global financing actors, development banks, and universal health coverage financing.
    • Proven experience conducting scoping reviews, evidence synthesis, and producing strategy-ready documents.

    • Strong analytical, strategic thinking, and English writing skills.
    • Knowledge of continental and global health financing reform processes, including frameworks like ALM, the Accra Reset, and the Lusaka Agenda.
