    Project Overview

    CIVICUS is seeking an experienced Learning & Community Design expert to support the development of the WeRise Global FoPA Solidarity Infrastructure.

    The consultant will lead a participatory process to define the community’s vision, governance, and mechanisms for sustainable collaboration, transforming solidarity from a shared value into a shared capacity.

    Purpose of the Consultancy

    The primary goal is to design and facilitate a participatory learning and co-creation process that will establish a sustainable, partner-owned WeRise Global Community.

    This involves assessing current network strengths, co-designing the community model, and developing a practical roadmap for its implementation.

    Key Responsibilities

    • Conduct a participatory assessment of the WeRise network to understand member interests, relationships, and aspirations.
    • Facilitate a community listening process to gather diverse perspectives and priorities.
    • Co-create the community’s purpose, governance, principles, and ways of working with members.

    • Identify and develop the community’s value proposition, including key functions and collaboration opportunities.
    • Design a community engagement framework to promote active participation and shared leadership.
    • Develop a strategic implementation roadmap outlining phases, priorities, and governance considerations.

    • WeRise Community Design Framework
    • Implementation Roadmap
    • Final Consultancy Report

    Qualifications and Experience

    • Proven experience in movement building, community organizing, or network facilitation.
    • Expertise in participatory learning, facilitation, and organizational learning.
    • Experience designing Communities of Practice or collaborative networks.

    • Strong understanding of social movements, civic space, and human rights ecosystems.
    • Experience facilitating multi-country, multicultural engagements.
    • Excellent qualitative research, analysis, and report-writing skills.
    • Knowledge of human-centered design, systems thinking, or participatory design methodologies is desirable.
