    Hivos is seeking a qualified consultant to conduct a survey on the EU SEE network members as a follow-up to the 2025 survey on the US Funding Freeze.

    About the EU System for an Enabling Environment for Civil Society (EU SEE)

    The EU SEE is a global initiative funded by the European Union and implemented by a consortium of civil society organizations.

    The program aims to monitor, protect, and strengthen the Enabling Environment (EE) for civil society.

    The enabling environment includes legal, political, institutional, and societal conditions that influence civil society’s ability to organize, access resources, express themselves freely, and participate in public decision-making.

    The initiative involves civil society organizations across 86 countries and comprises two main components:

    • Monitoring and Early Warning Mechanism (MEWM): Documents changes and critical trends in the enabling environment.
    • Flexible Support Mechanism (FSM): Provides funding to civil society in need.

    Background, Objectives, Deliverables, and Timeline

    In 2025, the EU SEE conducted a survey on the impact of the US Funding Freeze on its network members, integrating findings with insights from ICVA and Accountability Lab/Humena.

    Since then, the landscape of international development cooperation has shifted, with broader donor budget cuts, changing priorities, reduced support predictability, and broader political shifts affecting civil society’s operational independence, access to resources, civic space, and participation.

    Objectives

    • Assess the ongoing impact of donor funding restrictions and shifts in global cooperation on civil society.
    • Evaluate the broader implications for the enabling environment, including operational autonomy, civic space, public trust, diplomatic support, legal pressures, and policy participation.

    Deliverables and Timeline

    • Inception Report: due by 6 July
    • First Draft of Findings and Analysis: due by 24 July
    • Final Analytical Report: due by 31 July
