The United Nations Institute for Training and Research (UNITAR), in partnership with the Government and People of Japan, has officially launched one of the most comprehensive and transformative capacity development programmes of 2026 — the “Empowering Youth and Women amid Economic Instability: Enhancing Public-Private Partnership between Japan and Africa for Sub-Saharan African Countries, Addressing Urgent Challenges, and Promoting TICAD9” programme. This fully funded, multi-phase initiative is designed to equip young and women professionals from Anglophone Sub-Saharan Africa with the entrepreneurial skills, leadership competencies, innovation tools, and international partnership opportunities they need to build scalable, impactful, and investment-ready solutions for their communities and countries.
Running from August 2026 to February 2027, this blended programme combines virtual learning, applied project development, expert mentorship, and for a select group of high-performing participants, an immersive in-person experience in Japan. It is implemented under the framework of the Tokyo International Conference on African Development 9 (TICAD9) and represents a bold commitment to strengthening Africa-Japan collaboration in areas including innovation, technology, sustainable industrialization, digital transformation, clean energy, agribusiness, and inclusive economic development.

Sub-Saharan Africa is at a pivotal crossroads. The region is experiencing rapid demographic growth, sweeping digital disruption, evolving trade opportunities, mounting climate pressures, persistent food security challenges, and an urgent demand for quality jobs and resilient livelihoods. Young people and women, who make up a significant and growing portion of the continent’s population, are increasingly at the forefront of innovation, entrepreneurship, and community-driven solutions.
Yet, despite this enormous potential, many promising ideas and initiatives across the continent struggle to move beyond the early stages. The reasons are well-documented: limited access to professional networks, lack of investment readiness, absence of strategic partnerships, and insufficient market linkages continue to hold back a generation of talented individuals who could otherwise drive transformational change.
At the same time, there is a growing global interest in deepening practical, mutually beneficial collaboration between African and Japanese innovation ecosystems. Japan’s expertise in technology, manufacturing, sustainable industrialization, digital infrastructure, and human-centered economic development aligns powerfully with Africa’s development priorities and entrepreneurial energy.
It is in this context that UNITAR, supported by the Japanese government, has launched this multi-phase programme to bridge the gap between potential and impact — helping African youth and women to transform innovative ideas into scalable, investment-ready, and partnership-oriented initiatives aligned with national and regional development goals.

The programme is built around four carefully sequenced phases that take participants on a journey from foundational learning through applied project development, international engagement, and high-level partnership dialogue. Each phase builds on the previous one, ensuring that participants are continuously deepening their skills and advancing the quality and readiness of their projects.
The first phase lays the groundwork for everything that follows. Participants will receive structured foundational training covering:
The focus of this phase is to strengthen participants’ ability to identify real-world opportunities, understand market and development needs, and begin building solution-oriented concepts with practical relevance and genuine growth potential.
In the second phase, selected participants will move into deeper, more practical application of the skills they have developed. This phase includes:
By the end of this phase, participants will have progressively transformed their ideas into implementation-oriented and partnership-ready project concepts that are scalable, credible, and capable of attracting collaboration and operational support.
A limited number of high-performing participants will be selected to participate in an advanced hybrid engagement phase that includes an exclusive short immersion programme in Japan. Activities during this phase may include:
This phase is highly competitive. Selection for the Japan immersion component will be based on implementation potential, practical feasibility, partnership readiness, and long-term impact potential. Not all programme participants will be selected for this in-person component, and all selection decisions made by UNITAR and its partners are final.
The programme concludes with a high-level dialogue and engagement platform bringing together participants, ecosystem actors, development partners, mentors, investors, and representatives from both the public and private sectors across Africa and Japan.
