    Proposal Evaluation Criteria

    Applications will be evaluated in two phases.

    Phase I: Technical Evaluation (70 Points)

    Areas assessed include:

    • Compliance with requirements
    • Organizational relevance

    • Implementation strategy

    Applicants must score at least 50 points to advance.

    Phase II: Financial Evaluation (30 Points)
