Job Summary

CIVICUS is seeking an Impact and Accountability Project Officer for the DDI Project, offering a salary of USD 37,425.91 per annum (excluding benefits).

This remote role reports to the Impact and Accountability Lead, with no direct reports, and involves designing, implementing, and strengthening MEL systems across global digital democracy initiatives.

About the Role

Role Overview

The Impact and Accountability Officer will actively collaborate with the Impact & Accountability (I&A) Cluster and Digital Democracy Initiative (DDI) team to develop and enhance program-specific Monitoring, Evaluation, Accountability, and Learning (MEAL) systems.

The role involves leading data-driven performance monitoring, outcome measurement, evaluation, and adaptive management to support digital democracy projects worldwide.

The officer will foster a culture of learning, accountability, and evidence-based decision-making, emphasizing partner-centered approaches, South-South knowledge exchange, and strengthening accountability to diverse constituencies within a global civil society network.

Key Responsibilities

M&E Design and Monitoring of Project Implementation

• Provide strategic MEL support tailored to digital democracy, policy advocacy, and civic space protection projects.
• Design and execute comprehensive MEL plans, facilitate reflection sessions, and offer ongoing technical advice.

• Develop baseline datasets, data collection protocols, and participatory monitoring tools ensuring digital safety and data security.
• Support global teams and partners in outcome harvesting, complexity-aware data collection, and qualitative impact documentation.

Project Data Collection, Analysis, and Reporting

• Create and refine data collection tools and systems aligned with donor and organizational reporting standards.
• Contribute to reports, including annual and external-facing reports, and facilitate dissemination to promote organizational learning.
• Coordinate project evaluations, including managing external consultants.

Data Quality Management and Assurance

• Conduct regular data quality audits, identify anomalies, and implement corrective actions.
• Build data literacy and analytical skills through capacity-building activities for teams and partners.
• Organize routine data quality checks and develop action plans for improvements.

Knowledge Management, Adaptation, and Learning

• Facilitate reflection sessions, “fail-forward” workshops, and learning briefs to support adaptive strategies.
• Co-create accessible learning products with global partners.
• Foster a community of practice among sub-grantees, promoting knowledge exchange on digital resilience and civic tech.
• Develop methodologies to measure responsiveness to civic space shifts, internet shutdowns, or regulatory changes.

Additional Duties

• Perform other relevant tasks as assigned, demonstrating CIVICUS values and principles.
• Provide MEAL support to project teams as needed.

Person Specification

Education and Language

• Bachelor’s degree or diploma in Monitoring, Evaluation, Accountability and Learning, International Development, or related fields; Master’s degree preferred.
• Minimum of 5–7 years’ professional experience in MEAL, with at least 2–3 years in relevant roles.
• Fluency in English; proficiency in French, Spanish, or Arabic is an advantage.

Essential Skills and Experience

• Proven experience with result-based and participatory MEL approaches, including Contribution Analysis and Outcome Harvesting.
• Excellent IT skills, including MS Office, PowerBI, and Smartsheet.
• Strong understanding of civil society, development, and human rights issues, especially in the Global South.

• Familiarity with online MEL tools and digital technology.
• Strong analytical, methodological, and report-writing skills.
• Effective stakeholder engagement across diverse groups and work environments.
• Proactive, innovative, and self-aware with capacity for remote teamwork.

Desirable Skills and Experience

• Experience with digital democracy themes (e.g., digital rights, internet freedom, civic tech).
• Ability to translate raw data into visual narratives using PowerBI, Tableau, or similar tools.
• Experience working with marginalized communities, including rural groups, indigenous peoples, women and youth.
