About the Operations & Finance Team

The Operations & Finance Team ensures financial stewardship, operational support, compliance, and infrastructure across the organization.

The team is strengthening internal finance functions to support informed decision-making and compliance across multiple jurisdictions.

The Role: Manager – Finance & Accounting

Reporting to the Lead – Finance (or Co-Managing Director – Programs & Operations until the appointment), the Manager will oversee day-to-day accounting operations, ensuring accurate financial records, timely month-end and year-end closes, and high-quality reporting across Resilient Cities Network‘s global entities.

This role offers a unique opportunity to build the in-house finance function from the ground up.

Key Responsibilities

Accounting Operations & Financial Close (35%)

• Maintain general ledger across all entities
• Process accounts payable, receivable, expenses, and payroll-related transactions

• Execute month-end and year-end closing, reconciliations, and intercompany eliminations
• Handle multi-currency accounting and foreign exchange treatments
• Maintain internal controls to safeguard assets and ensure financial integrity

Compliance, Statutory Reporting & Audit (25%)

• Ensure compliance with Dutch accounting standards, foundation (Stichting, ANBI), and US GAAP where applicable
• Manage VAT, tax filings, and liaise with external tax advisors and auditors
• Prepare for audits, respond to queries, and maintain audit trails
• Support donor restrictions and grant compliance across funding portfolios

Systems, Controls & Processes (15%)

• Configure and maintain Sage Intacct and integrate with other financial tools
• Develop and keep current accounting policies, workflows, and controls
• Identify automation opportunities and improve efficiency

Reporting, Planning & Financial Partnership (25%)

• Prepare monthly management accounts, reconciliations, and compliance summaries
• Support budget analysis, variance explanations, and forecasting
• Communicate financial insights clearly to non-finance colleagues and stakeholders
• Assist in risk management related to finances

First-Year Success Indicators

• Establish a reliable, disciplined financial close process with strengthened controls
• Successfully complete audits for all entities
• Improve grant and donor accounting processes
• Lay the foundation for a scalable finance function supporting organizational growth

Candidate Profile: What You Bring

Essential Qualifications & Skills

• Minimum five years of progressive accounting experience with ownership of month-end/year-end close
• Strong technical accounting skills across the full cycle
• Knowledge of Dutch or US accounting standards and regulations; familiarity with both is advantageous

• Experience coordinating statutory reporting, tax compliance, and external audits
• Experience working with international organizations or multi-entity accounting
• Detail-oriented, with internal controls mindset and clear documentation skills
• Fluent in English (written and verbal)

Valued Attributes

• Experience with Dutch and US nonprofit accounting environments
• Bachelor’s degree or relevant professional qualifications (e.g., AA, RA)
• Proficiency with Sage Intacct or similar cloud-based ERP systems
• Knowledge of EU-funded grants and donor compliance
• Fluency in Dutch (preferred)
