International students from developing countries seeking advanced training in social policy and social protection now have an opportunity to pursue a fully funded master’s degree in Germany through the prestigious DAAD Helmut-Schmidt Programme. Hochschule Bonn-Rhein-Sieg (H-BRS) has officially announced that applications for the 2027/28 DAAD Helmut-Schmidt Scholarship for its Master of Science (MSc) in Social Protection programme will open from 1 June to 31 July 2026.
The scholarship is designed to support future leaders committed to promoting social justice, economic development, and effective public policy in developing and emerging countries. Through comprehensive financial support, the programme aims to equip scholars with the knowledge and skills needed to address social protection challenges in their home countries and beyond.
The DAAD Helmut-Schmidt Programme, also known as the Public Policy and Good Governance (PPGG) Programme, supports highly qualified graduates from developing countries who aspire to contribute to political, social, and economic development.
At H-BRS, the scholarship is exclusively available for students enrolled in the MSc Social Protection programme, a multidisciplinary degree focusing on social policy, welfare systems, poverty reduction, social insurance, and social development.
The programme provides scholars with academic training while encouraging them to develop practical solutions to social protection challenges facing vulnerable populations worldwide.
Successful candidates selected for the DAAD Helmut-Schmidt Scholarship will receive extensive financial and academic support throughout their studies in Germany.
Benefits include:
The language training programme runs from June to August before scholars begin their studies in September.

Applicants whose academic backgrounds fall outside the listed disciplines may still be considered if their transcripts demonstrate at least 15 ECTS credits in social protection-related subjects.

The university emphasizes that incomplete applications will be automatically rejected. Furthermore, any forged or altered documents will result in immediate disqualification from the selection process.
Applicants who are not selected for the DAAD scholarship may still have an opportunity to study in the programme. Those meeting the academic requirements can apply as regular students when the standard admissions cycle opens on 1 December 2026 for the following winter semester.
The university also encourages prospective students to explore alternative funding opportunities available for international students pursuing higher education in Germany.
As governments and international organizations increasingly focus on social protection systems to address poverty, inequality, unemployment, and social vulnerability, demand continues to grow for professionals trained in evidence-based social policy.
The MSc Social Protection programme at Hochschule Bonn-Rhein-Sieg offers scholars an opportunity to develop expertise in designing, implementing, and evaluating social protection programmes that can improve livelihoods and strengthen social resilience in developing countries.
With full financial support, international exposure, and specialized academic training, the DAAD Helmut-Schmidt Scholarship remains one of Germany’s most prestigious opportunities for future public policy leaders committed to creating positive social change.
Applications for the 2027/28 intake remain open from 1 June to 31 July 2026 through the Apollo online application portal.
