    The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has launched a call for consultancy services to undertake a comprehensive mid-term review of the Programme for Infrastructure Development in Africa (PIDA) and the implementation of the Second Priority Action Plan (PIDA PAP 2).

    Issued under the Africa InCORE – Integrated Corridors for Economic Growth in Africa programme, the consultancy assignment seeks experienced infrastructure, finance, governance, and monitoring and evaluation experts to assess progress made since PIDA’s inception in 2012 and evaluate the implementation of PIDA PAP 2 between 2021 and 2025.

    The tender is open to qualified consultancy teams and experts with extensive experience in African infrastructure development, regional integration, public finance, and programme evaluation.

    Background on PIDA and Agenda 2063

    The Programme for Infrastructure Development in Africa is a flagship initiative of the African Union designed to accelerate infrastructure development and regional integration across the continent. PIDA was formally endorsed by African Heads of State and Government in 2012 and serves as a continental framework for developing transport, energy, information and communications technology (ICT), and transboundary water infrastructure.

    The initiative supports the broader objectives of Agenda 2063, the African Union’s long-term strategic framework for socio-economic transformation and continental integration.

    PIDA is implemented through collaboration among:

    • The African Union Commission (AUC)
    • The African Union Development Agency (AUDA-NEPAD)
    • The African Development Bank (AfDB)
    • The United Nations Economic Commission for Africa (UNECA)
    • Regional Economic Communities (RECs)
    • African Union Member States

    The programme was structured around three implementation phases:

    • PIDA PAP 1 (2012–2020)
    • PIDA PAP 2 (2021–2030)
    • PIDA PAP 3 (2031–2040)

    PIDA PAP 2 currently serves as the continent’s primary infrastructure development roadmap, prioritising investments in transport, energy, ICT, and water infrastructure.

    Why the Mid-Term Review Is Needed

    Africa continues to face a significant infrastructure financing challenge despite growing demand for transport networks, energy systems, and digital connectivity.

    According to the tender documentation:

    • Africa’s population is projected to increase from 1.18 billion in 2015 to approximately 2.48 billion by 2050.
    • The continent faces an estimated annual infrastructure financing gap of between USD 68 billion and USD 108 billion.
    • Infrastructure investment needs are projected to range between USD 181 billion and USD 221 billion annually through 2030.

    Implementation of PIDA PAP 2 has also been affected by several external shocks, including:

    • The COVID-19 pandemic
    • Global inflation and debt pressures
    • The Russia-Ukraine conflict
    • Security challenges in the Sahel region
    • Ongoing conflicts in Sudan and the Democratic Republic of Congo

    These developments have impacted project delivery, financing mechanisms, and regional cooperation efforts, prompting the need for a comprehensive review.

    Scope of the Assignment

    The selected consultancy team will evaluate the performance of PIDA from 2012 to the present and specifically assess the implementation of PIDA PAP 2 from 2021 to 2025.

    The review will focus on:

    • Infrastructure project implementation progress
    • Financial performance and resource mobilisation
    • Regional integration outcomes
    • Improvements in trade and connectivity
    • Institutional effectiveness of implementation structures
    • Corridor development approaches
    • Climate resilience and sustainability considerations

    The assignment will also assess the effectiveness of key institutions such as Corridor Management Institutions (CMIs), regional power pools, and other stakeholders responsible for delivering PIDA projects.

    One of the major expected outputs will be actionable recommendations aimed at strengthening implementation and ensuring successful delivery of PIDA PAP 2 objectives through 2030.

    Assignment Duration and Level of Effort

    The consultancy assignment includes:

    • Total expert input of 135 expert days
    • Contract period from 8 August 2026 to 31 July 2027

    The selected team will be expected to work closely with the African Union Commission, AUDA-NEPAD, GIZ, regional institutions, and infrastructure stakeholders across the continent.

    Expert Requirements

    Infrastructure Expert and Team Leader

    The lead consultant must possess:

    • A Master’s degree in infrastructure, engineering, or a related field
    • At least 20 years of professional experience in infrastructure development and project management
    • Extensive experience conducting infrastructure portfolio reviews and institutional assessments
    • At least 10 years of experience working on African infrastructure development initiatives
    • Business fluency in English and working proficiency in another African Union working language such as French

    Sector Specialists

    The consultancy team must also include three specialised experts covering:

    Public Finance Specialist

    Experience in:

    • Financial modelling
    • Public finance
    • Debt sustainability analysis
    • Climate finance
    • Public-private partnerships
    Governance and Policy Specialist

    Experience in:

    • Public policy
    • Governance systems
    • Institutional development
    • Economic development strategies
    Monitoring and Evaluation Specialist

    Experience in:

    • Programme evaluation
    • Results measurement
    • Impact assessment
    • Monitoring frameworks

    Each specialist must possess:

    • A Master’s degree in a relevant discipline
    • At least 10 years of professional experience
    • A minimum of five years working within the African context
    • English fluency and proficiency in an additional AU working language
