The Security Coordination and Programme Enhancement (SCOPE) project, implemented by the European Union Institute for Security Studies, was launched in 2024 to enhance the coherence, visibility, and impact of initiatives under the EU Global Threats Programme. The project focuses on addressing transregional and global security challenges through monitoring, evaluation, and improved coordination of EU actions.
Project Scope
SCOPE targets multiple domains of security, including:
- Counterterrorism and prevention of violent extremism (CT/PVE)
- CBRN risk mitigation (chemical, biological, radiological, nuclear)
- Organised crime, illicit trafficking, and smuggling
- Protection of critical infrastructure with emphasis on maritime security, cybersecurity, and civilian aviation
- Climate security and environmental threats impacting global stability
Purpose of the Call
This Expression of Interest (EOI) aims to establish a roster of independent experts who will provide short-term professional services to the SCOPE project. The roster is maintained on a rolling basis and remains valid for the duration of the project, allowing experts to be contracted for specific assignments as needed.
Expert Requirements
Applicants should meet the following criteria:
- Professional Experience:
- Junior experts: minimum 3 years
- Senior experts: minimum 7 years
- Qualifications: Advanced degree or equivalent professional experience
- Track Record: Demonstrated expertise through publications, research, or projects in the relevant thematic area
- Languages: Excellent English; French and/or Spanish are advantageous
- Availability: Flexible for short-term assignments (home-based, field, or remote)
- Output: Ability to produce high-quality deliverables under tight deadlines
Thematic Expertise Areas:
- Monitoring & Evaluation (M&E)
- Data collection, analysis, and visualisation (quantitative, qualitative, geospatial, big data)
- Fighting organised crime
- CBRN risk mitigation
- Counterterrorism and preventing violent extremism (CT/PVE)
- Protection of critical infrastructure (maritime, cyber, aviation)
- Climate security
Scope of Work
Experts may be engaged in:
- Monitoring and evaluation of EU-funded initiatives
- Conducting research and technical assessments
- Providing independent policy advice
- Designing methodologies, tools, and guidelines
- Participating in conferences, expert panels, working groups, and meetings
- Supporting other SCOPE-related activities as required
Exclusion Criteria
Applicants will not be considered if they:
- Are bankrupt or under insolvency proceedings
- Are in breach of tax obligations
- Have been convicted of fraud, corruption, or other criminal offenses
- Have committed serious professional misconduct
- Have a conflict of interest
