    Job Summary

    The World Meteorological Organization (WMO) is seeking an experienced international consultant to support the institutional strengthening and legal framework development for the Madagascar General Directorate of Meteorology (DGM).

    The consultant will work closely with national stakeholders to establish DGM as the official authority for meteorology, hydrology, and climate, facilitating its recognition and granting greater operational autonomy.

    About Madagascar’s Meteorological Directorate

    Madagascar’s DGM, under the Ministry of Transport and Meteorology, is responsible for producing, managing, and delivering meteorological, climatological, and hydrological services across the country.

    Its role is vital in safeguarding lives and property, supporting key socio-economic sectors such as agriculture, transportation, energy, water resources, and health, and strengthening national capacity in disaster risk reduction and climate resilience.

    Currently, the organization faces challenges in resource management, operational flexibility, and financial sustainability.

    Transitioning to an autonomous agency recognized as the national authority will enhance its credibility, attract investments, and foster strategic partnerships for sustainable development.

    Key Objectives

    • Formalize DGM’s recognition as the national authority for meteorology, hydrology, and climate
    • Integrate and update the National Climate Services Framework (CNSC) as part of this recognition

    • Develop legal and institutional documentation to enable greater operational autonomy
    • Support reforms aligned with national development priorities, sector strategies, and public sector reforms
    • Promote gender-sensitive policies within the institutional framework

    Main Responsibilities

    • Develop mechanisms for implementing a decree establishing DGM as the national authority
    • Conduct consultations with ministries of transport, finance, public service, and other stakeholders to facilitate reforms
    • Propose a clear legislative and institutional framework defining roles, responsibilities, and coordination mechanisms among key stakeholders

    • Assess existing legal frameworks for gender equality, identify gaps, and recommend gender-sensitive policies
    • Facilitate validation workshops on legal reforms, involving technical institutions and ministries
    • Support drafting of a bill on meteorology, climatology, and hydrology with input from stakeholders

    Deliverables

    • Start-up report (June 2026 – 20%)
    • Progress report and draft legal documents (September 2026 – 40%)
    • Final legal documents, including draft decree and law, validation reports, and gender integration sections (December 2026 – 40%)

    Qualifications and Experience

    • Master’s degree or higher in climatology, meteorology, hydrology, environmental sciences, institutional relations, law, development studies, or related fields
    • Minimum of 10 years’ experience with institutional strengthening, legal frameworks, and public institutions in Madagascar

    • Deep understanding of meteorological and hydrological services in the region
    • Experience in integrating environmental and social protection measures into legal frameworks is an advantage
    • Proven ability to collaborate with government bodies, development partners, and civil society

    Skills and Language Requirements

    • Strong interpersonal and stakeholder engagement skills
    • Strategic planning and resource prioritization expertise
    • Excellent writing and synthesis skills in French; proficiency in English is an asset
    • Knowledge of other official languages of WMO is desirable
