Overview
The United Nations Population Fund (UNFPA) is seeking a highly qualified International Consultant to support the coordination of Rwanda’s National Statistical System (NSS).
Key Responsibilities
- Conduct a comprehensive assessment of existing coordination mechanisms within the NSS.
- Evaluate governance structures, institutional roles, communication channels, and data-sharing practices.
- Identify gaps, overlaps, and inefficiencies within the system.
- Support the development and alignment of Sector Strategic Plans for Statistics (SSPs) with the National Strategy for the Development of Statistics (NSDS).
- Design innovative coordination approaches such as digital platforms and joint planning frameworks.
- Promote harmonization of statistical standards, methodologies, and reporting practices.
- Monitor implementation of coordination improvements.
- Enhance how official statistics are accessed and used by different stakeholders.
- Assess current user engagement practices and develop strategies to promote wider use of official statistics.
- Design and deliver tailored training programs and technical support.
Requirements
- Master’s degree in Development Studies, Public Policy, Economics, or a related field.
- At least seven years of experience within a National Statistical Office or similar institution.
- Proven expertise in coordinating national statistical systems.
- Fluency in English is required; working knowledge of French is an advantage.
