The Ocean & Climate Platform (OCP), a leading multi-stakeholder network dedicated to advancing ocean-climate-biodiversity policy, is seeking an International Policy Officer to join its Paris-based team. Established in 2014, OCP unites over 115 members, including NGOs, research institutions, universities, foundations, museums, aquariums, public institutions, and local authorities.
OCP operates at the science-policy interface, aiming to integrate ocean-climate-biodiversity issues into public policy and raise awareness globally. Its advocacy work is informed by scientific expertise and directed toward international, European, and French decision-makers, promoting the core message: “a healthy ocean for a protected climate.”

Position Overview
Reporting directly to the Executive Director and the Head of International Policy, the International Policy Officer will support OCP’s mission by:
- Strengthening the integration of ocean-climate-biodiversity issues in international negotiations such as UNFCCC, CBD, and BBNJ.
- Developing synergies between different environmental governance frameworks.
- Structuring and advancing OCP positions within international, European, and national decision-making processes.
- Consolidating OCP’s role as a leading international network in ocean-climate-biodiversity policy.
The International Policy Officer will be involved in both strategic policy development and operational implementation, ensuring OCP’s continued influence and leadership on key international issues.
Key Responsibilities
The role encompasses the following responsibilities:
Policy Development and Coordination
- Lead OCP activities to strengthen synergies between governance frameworks, including UNFCCC-CBD and UNFCCC-CBD-BBNJ linkages.
- Follow up on OCP’s initiatives under the United Nations Framework Convention on Climate Change (UNFCCC).
- Support coordination of the advocacy working group and co-develop positions on emerging topics such as marine geoengineering and high seas-climate interactions.
- Contribute to strategic monitoring and reflections on the 2030 Agenda and related environmental policy developments.
Research and Reporting
- Draft reports, policy briefs, consultation submissions, and analytical notes on ocean-climate-biodiversity issues.
- Conduct ongoing policy monitoring of agreements relevant to OCP’s international activities.
Event and Partnership Management
- Organize in-person and virtual events at major international conferences.
- Develop and manage partnerships aligned with OCP’s international policy strategy.
This multifaceted role requires a balance of analytical, organizational, and communication skills to advance OCP’s advocacy agenda effectively.
Required Skills and Competencies
Technical Skills
- Excellent written and oral communication in French and English (minimum C1 level).
- Knowledge of the UN system and multilateral environmental processes.
- Ability to operate within multi-stakeholder networks and facilitate working groups.
- Strong project management skills, including partnership coordination and event organization.
Interpersonal Skills
- Team-oriented, collaborative approach in diverse environments.
- Autonomy, attention to detail, and strong organizational capabilities.
- Curiosity, creativity, and initiative in addressing complex policy issues.

Education and Experience
- Master’s degree in political science, international relations, environmental affairs, or related fields.
- Prior advocacy experience is required, ideally within an NGO, international network, or environmental organization.

- Contract Type: Fixed-term (CDD) – Expected start: 18 May 2026
- Probation: 3 months, renewable once
- Travel: International events such as COP conferences
- Salary: €2,400 – €2,800 gross per month, depending on experience
