    Overview

    The Worldwide Initiatives for Grantmaker Support (WINGS) is seeking a qualified organization to design and deliver a global e-learning programme aimed at policymakers and government stakeholders.

    Key Responsibilities

    • Design, develop, and deliver a Massive Open Online Course (MOOC) tailored to policymakers.
    • Ensure the programme combines self-paced digital learning with interactive elements.
    • Conduct evaluations to assess participants’ learning outcomes.
    • Facilitate online workshops and live sessions for participant engagement.
    • Produce key deliverables including a comprehensive learning framework, e-learning curriculum, and final evaluation report.

    Requirements

    • Proven expertise in designing and delivering e-learning programmes for policymakers.
    • Strong instructional design and digital learning capabilities.
    • Experience working with government stakeholders and facilitating capacity-building initiatives.
    • Credibility to provide certification or recognition for participants.
    • Experience with EU institutions is an advantage.

    Total budget for this consultancy is USD 70,000, with payments made in phases based on deliverables.
