    Frontline AIDS has announced a call for applications for a remote consultancy to conduct a comprehensive Health Financing Review, seeking experienced health financing specialists to help guide the organisation’s strategy amid major changes in global health funding.

    The consultancy comes at a critical time as international health financing undergoes significant transformation, driven by reductions in bilateral aid, increasing reliance on domestic financing, and evolving global health reform initiatives.

    The successful consultant will help Frontline AIDS assess these developments and identify strategic opportunities to strengthen sustainable and inclusive health systems.

    Why Is Frontline AIDS Conducting a Health Financing Review?

    According to Frontline AIDS, the global HIV and health sectors are experiencing unprecedented disruption as countries transition from externally funded programmes toward nationally financed health systems.

    Recent reductions in bilateral funding, combined with growing emphasis on domestic resource mobilisation, have created uncertainty around how countries will sustainably finance health services. Challenges including limited fiscal space, governance concerns, corruption risks, and political commitment continue to influence health financing decisions across many low- and middle-income countries.

    At the same time, several international and African-led reform initiatives—including the Accra Reset, the Lusaka Agenda, African Leaders Meeting (ALM) framework, and broader universal health coverage financing efforts—are reshaping discussions on health financing.

    Frontline AIDS is expanding its work in this area under its 2026–2030 Strategy, making this consultancy an important step in defining the organisation’s future direction.

    What Will the Consultant Do?

    The selected consultant will provide technical leadership during the early implementation of Frontline AIDS’ expanded health financing programme.

    The assignment will focus on analysing previous work, identifying organisational strengths, and assessing opportunities within the wider global health financing ecosystem.

    Key responsibilities include:

    • Conducting a comprehensive health financing landscape and policy review.
    • Assessing current global and regional financing reforms affecting health systems.
    • Analysing opportunities for sustainable financing of HIV and broader health programmes.
    • Reviewing Frontline AIDS’ previous work and identifying areas for future strategic investment.
    • Providing recommendations to support the organisation’s new health financing priority.
    • Supporting learning and knowledge sharing linked to an ongoing programme in Ukraine.
    • Producing evidence-based analysis to guide future programme design and advocacy.

    The consultancy may be undertaken by an individual consultant or through a partnership between consultants.

    Who Is Eligible to Apply?

    Frontline AIDS is seeking experienced professionals with expertise in health financing, public health, development policy, or related fields.

    Applicants should have:

    • An advanced degree in health economics, public health, public policy, development studies, or a related discipline, or equivalent professional experience.
    • Demonstrated expertise in health financing, domestic resource mobilisation, financing reforms, and sustainability in low- and middle-income countries.
    • Up-to-date knowledge of the global health financing landscape.
    • Familiarity with international financing institutions, development banks, and universal health coverage financing.
    • Experience conducting landscape reviews, policy analyses, and evidence synthesis.
    • Excellent analytical and report-writing skills in English.
    • Strong understanding of major health financing initiatives, including the African Leaders Meeting (ALM) framework, the Accra Reset, the Lusaka Agenda, Global Financing Facility (GFF), and other global financing processes.

    Experience working on humanitarian systems, HIV programmes, and sexual and reproductive health and rights (SRHR) is also highly desirable.

    What Should the Proposal Include?

    Interested consultants are required to submit a comprehensive application package containing:

    • A cover letter.
    • A curriculum vitae (CV) or company profile.
    • At least one example of similar consultancy work.
    • A proposal (maximum five pages) outlining the proposed methodology, review framework, consultant days required, and workplan presented as a Gantt chart.
    • A detailed budget indicating the proposed daily consultancy rate in US dollars, total consultant days, and overall project cost.
    • Contact details for at least two professional references.

    Consultants working with Frontline AIDS for the first time must also provide three pieces of evidence supporting their proposed consultancy rate, such as recent invoices issued to previous clients.
