    The Smart Africa Alliance is hiring a SAMA Digital Skills Associate Project Manager to support the implementation of digital skills initiatives under its flagship Smart Africa Markets for All (SAMA) programme. This full-time role is based in Kigali and offers a strategic opportunity to contribute to Africa’s digital workforce and future-of-work agenda.

    Smart Africa is a multilateral alliance of African governments, international institutions, and private sector partners working to accelerate digital transformation across the continent. Since its establishment in 2014, the alliance has focused on building a single digital market in Africa by 2030, leveraging ICT to drive inclusive economic growth, innovation, and job creation.

    About the SAMA Programme

    The Smart Africa Markets for All (SAMA) programme is a multi-country initiative (2026–2029) supported by the Mastercard Foundation. It aims to create over 35,000 dignified work opportunities for youth across:

    • Kenya
    • Rwanda
    • Uganda
    • Ghana
    • Benin
    • Zambia

    With a strong inclusion focus, 70% of beneficiaries are women, particularly young women in the informal economy.

    The programme is structured around three pillars:

    • Digital Innovation & Entrepreneurship
    • Digital Skills Development (Intervention 2)
    • Institutional Capacity Building & Policy Reform

    Role Overview

    The SAMA Digital Skills Associate Project Manager supports the delivery of digital skills and employability initiatives, ensuring quality, coordination, and impact across multiple countries. The role works closely with implementing partners, governments, and the Smart Africa Digital Academy platform.

    Key Responsibilities

    Programme Implementation Support

    • Support planning and execution of digital skills initiatives
    • Coordinate training programmes across participating countries
    • Ensure alignment with programme objectives and work plans

    Technical Oversight of Digital Skills

    • Provide technical support for training design and delivery
    • Align content with emerging skills such as:
      • Digital literacy
      • Cybersecurity
      • Artificial Intelligence
      • Data and entrepreneurship skills
    • Ensure inclusion of women, persons with disabilities, and marginalized youth

    Smart Africa Digital Academy (SADA) Coordination

    • Support management of the SADA platform
    • Coordinate onboarding of learners and training partners
    • Monitor performance of e-learning tools and modules
    • Provide technical support for digital training deployment

    Monitoring, Evaluation and Quality Assurance

    • Track programme performance indicators and learning outcomes
    • Ensure quality standards across training programmes
    • Support data collection and analysis on participation and completion rates
    • Contribute to monitoring and evaluation reporting

    Stakeholder Coordination

    • Engage implementing and training partners
    • Support collaboration with governments and member states
    • Facilitate participation in initiatives such as SADA4Youth

    Reporting and Documentation

    • Prepare quarterly and annual progress reports
    • Document lessons learned and best practices
    • Maintain programme records and training documentation

    Candidate Profile

    Education

    • Bachelor’s degree required; Master’s preferred in:
      • Information Technology
      • Digital Education
      • Project Management
      • Related fields

    Experience

    • Minimum 7 years in digital skills programmes or training initiatives
    • Experience with e-learning platforms or digital academies
    • Experience in multi-country or donor-funded programmes (advantage)
    • Strong background in monitoring and evaluation of training outcomes
    • Experience working with governments and development partners

    Technical Competencies

    • Digital skills programme management
    • E-learning platform coordination
    • Training programme implementation
    • Monitoring and evaluation of learning outcomes
    • Knowledge of emerging digital and workforce trends
    • Ability to link training with employability and entrepreneurship opportunities
