Transparency International Kenya (TI-Kenya) has announced two consultancy opportunities seeking qualified professionals to support its governance, accountability and organisational transformation initiatives. The opportunities are designed for experienced consultants with expertise in governance research, baseline studies, digital transformation, artificial intelligence integration and institutional strengthening.
The consultancy opportunities are part of TI-Kenya’s commitment to promoting transparency, accountability and innovation within its programmes and internal systems. TI-Kenya is inviting applications from qualified consultants to conduct a baseline study for the Restoring Ethical and Accountable Leadership (REAL) in Kenya project.
The consultancy is listed under the reference number TIK/CDO/EKN/001/2026 and aims to establish baseline indicators that will guide project implementation, monitoring and evaluation throughout the project cycle.
The study will generate evidence on governance, accountability and leadership integrity issues in selected counties, including:
• Nairobi County.
• Mombasa County.
• Kisumu County.
• Uasin Gishu County.
The assignment will support TI-Kenya’s efforts to strengthen citizen participation, promote ethical leadership and improve accountability within public institutions ahead of Kenya’s 2027 general elections.
The four-year REAL project is implemented by TI-Kenya with support from the Embassy of the Kingdom of the Netherlands. The initiative seeks to contribute to improved governance and democratic processes by empowering citizens to demand accountability and strengthening systems that promote integrity.
The project focuses on:
• Increasing citizen engagement in electoral and governance processes.
• Supporting implementation of Chapter Six of the Kenyan Constitution on leadership and integrity.
• Strengthening digital accountability platforms.
• Promoting anti-corruption advocacy.
• Enhancing youth participation in governance.
• Improving institutional accountability.
The REAL programme builds on previous citizen campaigns, including the RedCard Campaign and Integrity Awards initiatives, which sought to promote ethical leadership and encourage citizens to hold leaders accountable.
The selected consultant will conduct a comprehensive assessment to establish current conditions and develop measurable indicators for evaluating project success.
Key responsibilities will include:
• Assessing the operating environment and stakeholder landscape.
• Identifying project risks, implementation barriers and opportunities.
• Establishing baseline indicators for project performance measurement.
• Reviewing and updating the project’s Theory of Change (ToC).
• Updating the Results Framework.
• Developing recommendations to strengthen project delivery and sustainability.
The consultant will be expected to submit:
• An inception report outlining methodology, timelines and work plan.
• Data collection tools and datasets.
• Draft baseline study report.
• Draft Theory of Change and Results Framework.
• Final baseline study report.
• Final Theory of Change and Results Framework.
The assignment will be completed within 30 working days over approximately one and a half months.
Applicants should demonstrate:
• A minimum of a Master’s degree in political science, law, development studies, project management, public administration, monitoring and evaluation or a related field.
• Proven experience conducting baseline studies and evaluations.
• Experience working with government institutions, civil society organisations and diverse stakeholders.
• Strong expertise in mixed-method research approaches.
• Knowledge of gender-responsive programming, inclusion and diversity.
• High levels of integrity and alignment with TI-Kenya’s values.
TI-Kenya is also seeking a consultant with expertise in artificial intelligence and digital transformation to support the integration of AI solutions into the organisation’s digital systems and tools.
The consultancy aims to strengthen TI-Kenya’s digital capabilities by identifying opportunities where artificial intelligence can improve operational efficiency, data management, programme delivery and organisational effectiveness.
The selected consultant will be expected to assess existing digital systems, recommend suitable AI applications and provide guidance on responsible AI adoption.
The consultant will support TI-Kenya through activities such as:
• Assessing current digital systems and technology needs.
• Identifying opportunities for AI-powered improvements.
• Recommending appropriate AI tools and solutions.
• Supporting responsible and secure AI integration.
• Developing recommendations for strengthening digital workflows.
• Enhancing organisational capacity in emerging technologies.
The consultancy will require expertise in artificial intelligence, digital transformation, technology strategy and organisational systems improvement.
Interested consultants are required to submit their applications according to TI-Kenya’s consultancy procedures.
