    Job Summary

    UNEP is seeking a Climate Transparency / MRV Expert to develop a GEF-funded Capacity Building Initiative for Transparency (CBIT) project in Kenya.

    The role involves leading the preparation of project documents, stakeholder engagement, and ensuring alignment with national priorities.

    The position offers an opportunity to contribute to climate transparency efforts in Africa, working closely with government agencies and international partners.

    Key Responsibilities

    Project Development and Documentation

    • Lead the preparation of the GEF CEO endorsement request package for the CBIT Kenya 2 project.
    • Design all substantive elements of the endorsement document, including logical framework, budget, workplan, results framework, baseline analysis, stakeholder engagement, and risk assessment.
    • Develop project strategy, methodology, and provisional timetable.

    Stakeholder Engagement and Consultations

    • Organize and lead in-country stakeholder consultations, including workshops to gather data, map gaps, and discuss project components.
    • Prepare reports summarizing consultations and workshop outcomes.
    • Develop project “skeleton” document detailing components, outcomes, outputs, indicators, and budget estimates.

    Strategic Planning and Alignment

    • Prepare a presentation for UNEP management on national circumstances, baseline, barriers, and proposed interventions.
    • Establish project-specific indicators in coordination with the government.
    • Ensure project alignment with national strategic and planning documents.

    Gender and Stakeholder Analysis

    • Conduct gender analysis and develop a Gender Action Plan with activities, indicators, and targets.
    • Prepare a Stakeholder Engagement Plan to facilitate effective participation.

    Drafting and Validation

    • Draft the complete CEO Endorsement Package and annexes for UNEP and GEF review.
    • Organize stakeholder validation workshops (virtual or in-person) to review and approve project documents.
    • Lead discussions on co-financing contributions and finalize co-finance commitments.

    Finalization and Submission

    • Prepare final versions of all project documents, ensuring compliance with GEF and UNEP standards.
    • Submit the endorsement package to UNEP Project Review Committee and GEF Secretariat, drafting responses to review comments.
    • Monitor progress and communicate risks or issues promptly.

    Qualifications and Skills

    Academic and Professional Experience

    • Advanced university degree in economics, environmental sciences, climate sciences, management, engineering, or related fields; or a first degree with additional qualifying experience.
    • Minimum of two years’ experience in climate change, environment, or development project proposal drafting.

    • Experience working with GEF or UNEP projects is desirable.
    • Experience with multilateral or bilateral funding agencies in environment or climate change sectors is advantageous.
    • Experience working on projects in Africa is preferred.

    Languages

    • Fluency in English (both oral and written) is required.
    • Knowledge of French is an asset.
