    World Association for Christian Communication (WACC) is seeking a qualified consultant to develop a comprehensive position paper on the link between digital justice and cultural integrity/sovereignty as part of its Communication for All programme (CAP).

    The assignment involves research, consultation, and drafting to articulate how communication rights support marginalized communities’ participation in shaping digital, data, and AI systems, emphasizing community-led approaches to digital transformation.

    WACC (World Association for Christian Communication) is an international organization advocating for communication as a fundamental human right, dedicated to promoting open, diverse, and community-driven media.

    With offices in Toronto and London, WACC collaborates globally to advance peace, understanding, and justice through communication, particularly focusing on marginalized communities.

    Position Overview

    The consultant will produce a position paper that highlights the importance of a communication rights approach to digital justice, emphasizing the centrality of local communities, especially in the Global South, in designing and governing digital systems.

    The paper will serve as a tool for advocacy at international forums such as IGF, WSIS, RightsCon, and GDC, promoting policies that uphold cultural integrity and digital sovereignty.

    Key Responsibilities

    • Conduct desk research on digital justice, cultural integrity, and community-led digital initiatives.
    • Engage with the World Association for Christian Communication (WACC) partners and stakeholders for insights and case studies.
    • Develop an outline and draft the position paper aligned with the Terms of Reference (ToR).

    • Incorporate case studies from Latin America, the Philippines, and Africa to illustrate diverse community-led models.
    • Ensure clarity and accessibility for a broad audience, including policymakers, civil society, and media organizations.
    • Submit the final document within the agreed timeline.

    • Supporting community-centred communication infrastructures.
    • Advancing epistemic and linguistic justice in AI.
    • Sustaining cultural and linguistic diversity in digital spaces.
