The Africa Centres for Disease Control and Prevention (Africa CDC) has announced an opportunity for experienced finance professionals to join the African Volunteer Health Corps (AVoHC) as Financial Specialists under the Kofi Annan Scholars Program.

The initiative is seeking 20 Financial Specialists from African Union Member States and the African Diaspora to support public health institutions and national health systems across Africa. The opportunity is structured as a volunteer assignment rather than conventional employment, with experts deployed on an on-call basis when requested by Member States.

Financial Specialist Opportunity with Africa CDC

The Financial Specialist role is part of the Kofi Annan Scholars Program, which seeks to place experienced public health and technical experts in time-limited assignments within government ministries, National Public Health Institutes (NPHIs) and other important national health institutions.

Selected specialists will contribute their expertise to strengthening financial governance, accountability and sustainability within public health institutions.

The role will focus on developing and improving financial systems that support effective public health operations, while ensuring that financial processes comply with national regulations, international best practices and applicable donor requirements.

Key Responsibilities

The selected Financial Specialists will provide technical support in areas including financial management, internal controls, budgeting and institutional capacity building.

Their responsibilities may include:

• Assessing existing financial policies and procedures.
• Developing comprehensive financial management manuals covering budgeting, accounting, disbursement and auditing.
• Supporting compliance with Member State regulations and international best practices.
• Strengthening budgeting, reporting, disbursement and auditing procedures.
• Providing training and capacity building for finance teams.
• Establishing internal controls to reduce financial risks and prevent fraud.
• Developing or incorporating financial risk management plans.
• Advising senior leadership on financial sustainability and resource mobilization.
• Supporting cost-recovery strategies and donor engagement.
• Engaging key stakeholders to promote financial accountability and sustainability.

Academic Qualifications and Experience

Applicants are expected to possess a strong academic and professional background in finance or a related field.

The minimum requirements include:

• A Master’s or doctoral degree in Finance, Accounting, Business Administration or a related discipline.
• At least seven years of relevant experience in financial management, auditing or policy development.
• Professional certification such as CPA, ACCA or CFA is an advantage.
• Experience developing and implementing financial systems, policies and manuals is desirable.

Applicants should also have experience in financial planning, budgeting and risk management, particularly within public-sector or development environments.

Knowledge of African public financial management systems, government financial policies and compliance frameworks will be highly relevant to the role.

Skills Required for the Africa CDC Financial Specialist Role

Candidates should demonstrate strong analytical, communication and technical skills, including the ability to translate complex financial information into accessible materials for non-finance audiences.

Additional skills include:

• Knowledge of IPSAS, IFRS and other international accounting and financial reporting standards.
• Ability to conduct financial gap analyses and recommend strategic solutions.
• Strong technical writing and document development skills.
• Experience engaging government agencies and policymakers.
• Excellent stakeholder engagement and coordination abilities.
• Strong problem-solving and analytical skills.
• Ability to work independently and collaboratively in multicultural environments.
• Resilience, adaptability and emotional intelligence.
• Ability to work under pressure and meet deadlines.
• Flexibility to remain on standby and deploy at short notice.

Applicants must have excellent knowledge of at least one African Union working language, including English, French, Arabic, Portuguese, Spanish or Swahili. Knowledge of two or more AU working languages is an added advantage.

Volunteer Deployment and Benefits

The Financial Specialist opportunity is a call for membership in the African Volunteer Health Corps. Successful applicants will not receive monetary incentives simply for being members of the roster.

However, experts deployed on assignments may receive support and benefits in line with the applicable guidelines, including:

• Economy-class round-trip travel and other approved travel-related expenses.
• Health insurance during the deployment period.
• Stipends, communications, incidentals and risk allowances.
• Accommodation allowance where deployment occurs outside the expert’s city of residence.
• A certificate recognizing the expert’s contribution after deployment.

AVoHC members may also gain access to professional development opportunities, training, mentorship, international networks and practical experience supporting national institutions during public health emergencies and other critical situations.
