Première Urgence Internationale (PUI), a non-governmental, non-profit, and non-political humanitarian organization, is currently recruiting for the position of Area Human Resources Manager, with two openings available in Nigeria.

PUI has maintained an operational presence in Nigeria since 2016, initially establishing its field office in Maiduguri, Borno State. The organization continues to strengthen its humanitarian response capacity in these regions, particularly in health, protection, and emergency support services.
The Area Human Resources Manager positions are based in Maiduguri, Borno State, and Katsina State, under a contract employment arrangement. The role reports directly to the Area Field Coordinator or Field Coordinator and plays a central role in managing national staff at the base level. This includes ensuring compliance with PUI’s Internal Staff Regulations (ISR), organizational policies, and relevant national labor laws.
The primary responsibility of the Area Human Resources Manager is to oversee the full spectrum of human resource management at the base level. This includes recruitment, onboarding, contract management, payroll oversight, performance appraisal processes, staff development, and disciplinary procedures. The role ensures that HR systems are implemented transparently, consistently, and in alignment with both organizational policies and local legal frameworks.
A key aspect of the position is workforce planning and optimization. The HR Manager is responsible for assessing staffing needs, contributing to the development of organizational charts, and ensuring that team structures are efficient and aligned with operational requirements. The role also involves supporting project proposals by identifying human resource needs and ensuring adequate staffing levels across departments.
In addition, the Area HR Manager is responsible for administrative oversight of all national staff records. This includes maintaining accurate personnel files, ensuring proper documentation, monitoring attendance and leave records, and verifying that employment contracts and related documents meet organizational standards. The role also oversees payroll processes at the base level, ensuring accuracy and compliance in coordination with finance teams.
The position plays an important role in staff development and capacity building. This includes identifying training needs, organizing internal training sessions on HR policies and procedures, and supporting the implementation of staff performance appraisal systems. The HR Manager is also expected to contribute to career development initiatives aimed at improving staff retention and engagement.
Risk management and conflict prevention are critical components of the role. The HR Manager is expected to monitor workplace dynamics, identify potential risks related to staff relations, and support conflict resolution processes when necessary. The position also requires vigilance regarding issues such as abuse of authority, misconduct, and non-compliance with internal regulations, with a responsibility to escalate such matters appropriately.
The Area HR Manager also serves as a key communication and coordination link within the organization. The role involves disseminating HR-related information to staff, compiling monthly HR reports, and ensuring effective internal communication between field teams, program staff, and senior management. Externally, the HR Manager may represent PUI in engagements with labor authorities, tax offices, and other administrative institutions as delegated by the Field Coordinator.
The role requires strong leadership capabilities, as the HR Manager will supervise and guide the base HR team. This includes setting objectives, conducting performance evaluations, ensuring staff induction processes are properly implemented, and supporting continuous professional development within the HR unit.
Applicants are expected to possess strong knowledge of human resource management principles, organizational development, and Nigerian labor laws. Experience in humanitarian or NGO settings is highly desirable, particularly in complex operational environments. Strong interpersonal, communication, and conflict resolution skills are essential, as well as the ability to manage sensitive personnel matters with confidentiality and professionalism.
