Overview
The Asian Disaster Preparedness Center (ADPC) is seeking a qualified Monitoring and Evaluation (M&E) Specialist (Consultant) to support climate resilience and disaster risk reduction efforts in Thailand.
Key Responsibilities
- Develop and implement a comprehensive M&E plan
- Monitor project performance and evaluate outcomes
- Prepare Annual Performance Reports (APR) for GCF
- Conduct data analysis to inform strategic decisions
- Identify and mitigate risks aligned with the Theory of Change (ToC)
- Deliver technical training sessions on M&E tools
- Collaborate with project teams to integrate gender-sensitive indicators
- Lead baseline data collection and institutional capacity assessments
- Contribute to interim and final project reports
- Support institutional reporting processes within ADPC
Requirements
- Minimum of 5 years’ experience in M&E for large-scale projects in Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and environmental management
- Strong knowledge of GCF Results Management Framework and Theory of Change methodologies
- Bachelor’s degree in M&E, Statistics, Environmental Science, Economics, or related field; Master’s degree is preferred
- Proven experience in preparing reports for international climate funds (e.g., GCF, GEF)
- Strong analytical, communication, and report-writing skills in English
- Additional advantages: Experience working with Thai government agencies and fluency in Thai language
