    Overview

    The Asian Disaster Preparedness Center (ADPC) is seeking a qualified Monitoring and Evaluation (M&E) Specialist (Consultant) to support climate resilience and disaster risk reduction efforts in Thailand.

    Key Responsibilities

    • Develop and implement a comprehensive M&E plan
    • Monitor project performance and evaluate outcomes
    • Prepare Annual Performance Reports (APR) for GCF
    • Conduct data analysis to inform strategic decisions
    • Identify and mitigate risks aligned with the Theory of Change (ToC)
    • Deliver technical training sessions on M&E tools
    • Collaborate with project teams to integrate gender-sensitive indicators
    • Lead baseline data collection and institutional capacity assessments
    • Contribute to interim and final project reports
    • Support institutional reporting processes within ADPC

    Requirements

    • Minimum of 5 years’ experience in M&E for large-scale projects in Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and environmental management
    • Strong knowledge of GCF Results Management Framework and Theory of Change methodologies
    • Bachelor’s degree in M&E, Statistics, Environmental Science, Economics, or related field; Master’s degree is preferred
    • Proven experience in preparing reports for international climate funds (e.g., GCF, GEF)
    • Strong analytical, communication, and report-writing skills in English
    • Additional advantages: Experience working with Thai government agencies and fluency in Thai language
