Overview

The Asian Disaster Preparedness Center (ADPC) is seeking a qualified Monitoring and Evaluation (M&E) Specialist (Consultant) to support climate resilience and disaster risk reduction efforts in Thailand.

Key Responsibilities

Develop and implement a comprehensive M&E plan
Monitor project performance and evaluate outcomes
Prepare Annual Performance Reports (APR) for GCF
Conduct data analysis to inform strategic decisions
Identify and mitigate risks aligned with the Theory of Change (ToC)
Deliver technical training sessions on M&E tools
Collaborate with project teams to integrate gender-sensitive indicators
Lead baseline data collection and institutional capacity assessments
Contribute to interim and final project reports
Support institutional reporting processes within ADPC

Requirements

Minimum of 5 years’ experience in M&E for large-scale projects in Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and environmental management
Strong knowledge of GCF Results Management Framework and Theory of Change methodologies
Bachelor’s degree in M&E, Statistics, Environmental Science, Economics, or related field; Master’s degree is preferred
Proven experience in preparing reports for international climate funds (e.g., GCF, GEF)
Strong analytical, communication, and report-writing skills in English
Additional advantages: Experience working with Thai government agencies and fluency in Thai language
