    Global civil society alliance CIVICUS Global Alliance is seeking Data Coding Consultants to support its research and monitoring initiatives focused on civic space and the enabling environment for civil society worldwide. The consultancy opportunity is open to candidates globally and offers remote work flexibility while contributing to internationally recognized civic space monitoring projects.

    Successful applicants will be added to CIVICUS’ Preferred Supplier List for a period of two years and may be engaged based on organizational data coding needs.

    About the CIVICUS Monitor

    The CIVICUS Monitor is a comprehensive online platform that tracks civic space conditions in 198 countries and territories. The platform assesses respect for the fundamental freedoms of:

    • Association
    • Expression
    • Peaceful assembly

    It also evaluates governments’ obligations to protect civil society and assigns civic space ratings to countries using a rigorous methodology.

    The Monitor works with more than 20 regional research partners worldwide and regularly publishes updates documenting civic space developments, restrictions, and emerging trends.

    As part of preparations for the annual People Power Under Attack (PPUA) report, CIVICUS is recruiting consultants to support the coding and entry of civic space incident data contained in published Monitor updates.

    Supporting the EU SEE Initiative

    In addition to the CIVICUS Monitor, consultants may also support the European Union-funded System for an Enabling Environment for Civil Society (EU SEE) initiative.

    The programme focuses on monitoring and strengthening conditions that enable civil society organizations to operate effectively.

    The enabling environment includes:

    • Legal conditions
    • Political frameworks
    • Institutional structures
    • Societal factors affecting civil society participation

    The initiative operates across more than 80 countries and generates several research outputs, including:

    • Early Warning Alerts
    • Enabling Environment Snapshots
    • Country Focus Reports

    Consultants will help code qualitative information from these research products according to established data frameworks, enabling trend analysis and identification of emerging issues affecting civil society globally.

    Key Responsibilities

    The selected consultants will primarily be responsible for:

    • Entering and coding civic space incident data
    • Reviewing published research products and extracting relevant information
    • Applying coding frameworks consistently and accurately
    • Supporting trend identification and data analysis efforts
    • Maintaining high standards of data quality and reliability
    • Collaborating remotely with CIVICUS staff and research teams

    The role requires attention to detail and the ability to work independently while meeting project deadlines.

    Required Qualifications and Skills

    CIVICUS is seeking candidates with strong analytical and research capabilities.

    Minimum qualifications include:

    • Pursuing or holding a bachelor’s degree in:
      • International Relations
      • Political Science
      • Human Rights
      • Social Sciences
      • Related disciplines

    • Strong interpersonal and communication skills
    • Knowledge of human rights research and monitoring methodologies

    Work Arrangement and Duration

    This consultancy is not restricted to a specific geographic location.

    Key working conditions include:

    • Fully remote engagement
    • Flexible location
    • Requirement to overlap working hours with CIVICUS staff for part of the day
    • Communication through email, instant messaging platforms, online meetings, and other remote collaboration tools

    Workload will vary according to project needs.

    For the CIVICUS Monitor project, the busiest period is expected to run from July through December 2026.
