    Job Summary

    Forus is hiring a consultant (or team) to support the development of the African Regional Advocacy Strategy, a member-led process spanning five sub-regions: West Africa, Central Africa, East Africa, Southern Africa, and North Africa.

    The consultant will facilitate real civil society voices into a continental advocacy vision connecting to the African Union, regional economic communities, development finance, and the post-2030 agenda.

    This is an entirely remote position with a budget of €20,000. The deadline for applications is 30 June 2026.

    Purpose of the Role

    The consultant will facilitate a member-led process to develop practical sub-regional advocacy strategies and a continental advocacy framework rooted in African civil society realities.

    The goal is to identify shared priorities, leverage influence opportunities, and create actionable plans for regional and continental impact.

    Key Responsibilities

    Development and Facilitation

    • Facilitate participatory, bilingual (French & English) stakeholder engagement across five African sub-regions.
    • Lead desk reviews and landscape mapping of civil society, governance, and policy processes.

    • Conduct power mapping to identify key decision-makers, influence points, and advocacy spaces.
    • Support the development of five sub-regional advocacy strategies with clear action plans.
    • Synthesize cross-regional themes to formulate a continental advocacy vision.

    Validation and Finalization

    • Organize validation sessions for sub-regional strategies and the continental framework.
    • Incorporate feedback, revise strategies, and prepare final deliverables.
    • Provide a practical handover with next steps, sources, and potential resource mobilization considerations.

    Methodology

    • Adopt a participatory, evidence-based, and bilingual methodology.
    • Ensure strategies are practical, accessible, and aligned with members’ capacities.
    • Prioritize a do-no-harm approach, confidentiality, and security considerations.

    Qualifications and Experience

    • Proven expertise in civil society advocacy, civic space, and governance issues in Africa.
    • Strong understanding of regional economic communities, African Union, AU ECOSOCC, African Development Bank, and EU–Africa engagement.
    • Demonstrated experience with participatory strategy development processes.

    • Ability to facilitate inclusive processes across diverse linguistic and cultural contexts.
    • Fluency in French and English (written and spoken); proficiency in additional African languages is an asset.
    • Experience working with civil society networks across multiple African sub-regions.
    • Knowledge of development finance, Agenda 2030/post-2030, and resource mobilization.
