The Governance Resilience and Recovery Executive Diploma 2026–2027 is a specialised professional education opportunity for Syrian professionals who are contributing to governance, development, institutional reform, social cohesion, recovery and resilience efforts in Syria.
Delivered by the Geneva Graduate Institute Executive Education, the programme is known as the Development Policies and Practices Syria – Governance, Resilience and Recovery programme, also called DPP–GRR. The programme combines academic learning, practical workplace-based research, leadership development and international exposure. Participants will take part in an online component, an intensive in-person learning module in Damascus, a workplace-based learning phase, and a final executive module in Geneva, Switzerland.

About the Governance Resilience and Recovery Executive Diploma
The Governance Resilience and Recovery Executive Diploma is an advanced executive education programme focused on the realities of governance and recovery in fragile and conflict-affected environments. It is particularly relevant for professionals who are already working, or who aspire to work, in areas such as public service delivery, institutional strengthening, humanitarian and development programming, community recovery, policy development, social cohesion, local economic development and peacebuilding.
The programme recognises that recovery is not only about rebuilding infrastructure. Sustainable recovery also requires effective institutions, accountable governance, inclusive decision-making, social trust, local leadership, economic opportunity and collaboration between public institutions, civil society, academia, development actors and the private sector.
Through this diploma, participants will build the knowledge, leadership capacity and practical tools needed to contribute meaningfully to recovery processes in Syria. The programme places strong emphasis on applied learning. Rather than studying governance and recovery only in theory, participants are encouraged to connect their learning directly to challenges within their institutions, communities and professional sectors.
Successful participants will receive an Executive Diploma in Development Policies and Practices – Governance, Resilience and Recovery, equivalent to a Diploma of Advanced Studies worth 30 ECTS credits.

Programme Structure and Learning Modules
The Governance Resilience and Recovery Executive Diploma is delivered through three major learning modules.
Module 1: Online Learning and Damascus Regional Hub
The programme begins with an online introductory component developed in collaboration with Damascus University. This is followed by an intensive in-person module in Damascus at the Syrian Diplomatic Institute.
The first module focuses on major themes including governance, development, institutional recovery, resilience, social cohesion, human security and inclusive service delivery in post-conflict and complex settings.
Participants will also build analytical and methodological skills. These include critical thinking, strategic planning, problem-solving and decision-making in environments where institutions and communities may be navigating uncertainty and change.
The online component is scheduled for 3–7 August 2026, while the in-person Damascus component will take place from 11–27 August 2026.
Module 2: Workplace-Based Learning
From September to November 2026, participants will return to their workplaces and professional environments for a practice-based learning period.
During this phase, each participant will develop a professional thesis or applied research project connected to a real challenge in governance, resilience or recovery. The project may focus on an issue within an institution, organisation, local administration, community or professional sector.
Participants will receive mentoring, academic supervision and access to specialised online learning resources throughout this period. This approach ensures that the programme produces learning that is relevant, practical and directly connected to participants’ professional responsibilities.
Module 3: Geneva Leadership and International Policy Engagement
The final module will take place in Geneva, Switzerland, from 11–22 January 2027.
This part of the programme focuses on leadership, negotiation, strategic management and international policy engagement. Participants will present and defend their professional papers while engaging with international organisations, Swiss institutions and policy actors based in Geneva.
The Geneva module provides a valuable international perspective on governance, development, recovery and institutional cooperation. It also gives participants the chance to connect their Syria-focused professional work with broader global conversations on peacebuilding, development, humanitarian action and resilience.
