    Job Summary

    Oxfam is seeking a Senior Programme & Portfolio Manager to lead the governance, planning, and delivery of its strategic Digital Transformation portfolio, including key initiatives such as the Oxfam Partnership Platform, D365 HR & Finance.

    The role requires senior programme leadership within a complex, multi-stakeholder environment, ensuring digital investments align with organizational priorities, delivered within scope, budget, and schedule, and fostering continuous improvement and adoption across the confederation.

    The successful candidate will work closely with the CIO, product owners, affiliates, and external partners to support Oxfam’s mission through innovative digital solutions.

    The Care and Core Operations hub supports essential functions such as IT and Digital Services, Finance, People, Wellbeing & Culture, and Integrity functions, with a focus on systems, people, and principles rooted in decolonial and feminist values.

    Team Purpose

    The Digital, Cyber Security & AI team promotes transparency, trust, and simplicity across the Oxfam Confederation through the design, implementation, and management of secure, effective information systems and collaboration tools aligned with organizational needs.

    Key Responsibilities

    Strategic Portfolio & Delivery Leadership

    • Lead planning, governance, and execution of Oxfam’s Digital Transformation portfolio.
    • Collaborate with stakeholders to translate strategic objectives into actionable delivery plans.
    • Maintain an integrated view of portfolios, projects, dependencies, and risks.
    • Support prioritization and investment decisions through analysis and recommendations.

    Programme and Project Delivery

    • Oversee the delivery of complex programmes supporting enterprise transformation.
    • Develop project plans, schedules, and resource forecasts aligned with priorities.
    • Ensure delivery within scope, budget, and schedule, intervening to resolve issues as needed.
    • Support continuous improvement frameworks for core platforms.

    Portfolio Governance, PMO, and Assurance

    • Establish and embed governance, reporting, and assurance frameworks.
    • Ensure timely escalation and resolution of risks, issues, and dependencies.
    • Facilitate governance forums and track performance metrics.

    Stakeholder and Vendor Management

    • Act as a trusted advisor to senior leadership, sponsors, and partners.
    • Manage relationships with vendors and delivery partners, ensuring contractual commitments are met.
    • Provide strategic advice and prepare executive reports.

    Risk, Change, and Financial Oversight

    • Lead proactive risk and dependency management.
    • Support organizational change activities for successful adoption.
    • Oversee programme budgets, forecasts, and resource utilization, maintaining financial control.

    • Demonstrated stakeholder influencing skills, including senior leadership.
    • Ability to operate independently and make strategic recommendations.
    • Experience managing software vendors and external delivery teams.

    Professional Qualifications

    • Certified project or programme management qualification (e.g., PMP, PRINCE2, MSP, Agile certifications).

    Desirable

    • Experience with Microsoft Dynamics 365, Salesforce, or similar platforms.
    • Background in NGOs or complex international organizations.
    • Knowledge of digital transformation in global settings.
    • Familiarity with tools such as Jira and Power BI.
