    EcoWaste Coalition is inviting applications for the position of Policy and Legal Officer, a role focused on policy research, legislative monitoring, stakeholder engagement, and advocacy. The successful candidate will play a key role in advancing the organization’s policy agenda while providing technical expertise to support evidence-based advocacy and strategic decision-making.

    Reporting directly to the National Coordinator and working closely with project leads, the Policy and Legal Officer will help ensure that the organization remains informed about legislative and regulatory developments that affect its mission and stakeholders.

    Position Overview

    The Policy and Legal Officer will lead research and analysis on policy and legal issues relevant to the organization’s mandate. The role requires strong analytical, communication, and stakeholder engagement skills to support policy development, government relations, and advocacy initiatives.

    The position is designed for professionals with experience in public policy, governance, legislative affairs, law, advocacy, or related fields who are passionate about contributing to policy reform and environmental governance.

    Key Responsibilities

    Policy Research and Analysis

    The successful candidate will:

    • Conduct comprehensive research on national and local laws, policies, and regulatory frameworks
    • Analyze legislative developments and governance trends
    • Assess the implications of policy changes for the organization and its members
    • Produce evidence-based recommendations to support advocacy efforts
    • Prepare policy briefs, legislative analyses, technical reports, and issue papers

    This work will help strengthen the organization’s policy positions and contribute to informed decision-making.

    Policy Development and Formulation

    The officer will support the creation and refinement of policy proposals by:

    • Drafting policy recommendations and position papers
    • Developing advocacy documents and technical submissions
    • Collaborating with subject matter experts and stakeholders
    • Ensuring policy outputs are evidence-based and aligned with organizational objectives

    The role requires the ability to translate complex policy issues into practical recommendations for both internal and external audiences.

    Legislative Monitoring and Regulatory Affairs

    A significant aspect of the role involves tracking policy developments and assessing their potential impact.

    Responsibilities include:

    • Monitoring legislative proceedings and regulatory developments
    • Tracking government programs and policy initiatives
    • Evaluating proposed laws and regulations
    • Preparing legislative monitoring reports and policy updates
    • Providing timely policy intelligence to management and project teams

    This function will enable the organization to respond proactively to emerging policy opportunities and challenges.

    Stakeholder Engagement and Government Relations

    The Policy and Legal Officer will serve as a key liaison between the organization and external stakeholders.

    Key duties include:

    • Building and maintaining relationships with government agencies
    • Engaging legislators and regulatory authorities
    • Collaborating with civil society organizations and development partners
    • Representing the organization during consultations, hearings, forums, and conferences
    • Facilitating collaboration among diverse stakeholders

    The role requires strong diplomacy, negotiation, and relationship management skills.

    Advocacy and Strategic Support

    The officer will provide strategic support for the organization’s advocacy efforts through:

    • Policy and legislative advice
    • Development of advocacy strategies
    • Identification of policy reform opportunities
    • Evidence-based campaign support
    • Strategic policy recommendations

    This work will contribute to advancing the organization’s environmental and public interest objectives.

    Program Coordination and Capacity Building

    The position also includes responsibilities related to coordination and organizational learning.

    Tasks include:

    • Organizing policy forums and stakeholder consultations
    • Coordinating workshops, seminars, and meetings
    • Supporting logistical and technical preparations for policy events
    • Sharing policy updates and best practices with internal teams
    • Strengthening organizational knowledge on legislative and governance issues

    Required Qualifications

    Applicants must possess:

    • A Bachelor’s degree in Political Science, Public Administration, Public Policy, Law, Economics, Development Studies, International Relations, or a related field
    • A minimum of three years of relevant professional experience in:
      • Policy research
      • Legislative affairs
      • Government relations
      • Advocacy
      • Public administration
      • Related policy-focused roles

    Experience working with government institutions, legislative bodies, civil society organizations, or development partners is considered highly desirable.
