Overview

The Programme Development & Monitoring and Evaluation Advisor position with the United Nations Office for Project Services (UNOPS) provides an opportunity for experienced professionals to contribute to global counter-terrorism and development initiatives.

Key Responsibilities

Lead the design and development of PRR and PCVE programmes and projects.
Conduct needs assessments and gap analyses across programme areas.
Facilitate consultations with stakeholders, including civil society and partner organizations.
Develop programme documentation and implementation plans.
Support resource mobilization and donor engagement strategies.
Provide technical guidance to programme teams on the development of robust Monitoring and Evaluation (M&E) frameworks.
Deliver training and capacity-building activities related to monitoring and evaluation.

Requirements

Master’s degree or equivalent in related fields with seven years of relevant experience, or a Bachelor’s degree with nine years of relevant professional experience.
Strong technical and analytical capabilities in programme evaluation and development.
Counter-terrorism programme analysis and qualitative/quantitative research methodologies.
Fluent communication skills in English; basic proficiency in other languages (Arabic, French, Chinese, Russian, Spanish) is desirable.
