    Overview

    The United Nations Population Fund (UNFPA) is recruiting for a Regional Monitoring, Evaluation and Learning (ME&L) Adviser based in Johannesburg, South Africa. This P-5 level position offers professionals in international development a chance to contribute to global efforts in reproductive health, gender equality, and sustainable development.

    Key Responsibilities

    • Support programme planning, monitoring, and reporting across regional and country offices.
    • Ensure the development of strong results frameworks for programmes.
    • Lead annual work plans for regional evaluations.
    • Promote results-based monitoring and data-driven decision-making.
    • Ensure evaluation findings inform policy and programme improvements.
    • Conduct training workshops for country offices and partners.
    • Develop tools, guidance materials, and training manuals for monitoring and evaluation.
    • Coordinate regional monitoring and evaluation networks and identify/validate regional evaluation experts.
    • Develop regional knowledge management strategies and promote the use of best practices in evaluation.
    • Produce reports and publications based on programme evidence and establish platforms for sharing ME&L knowledge.
    • Oversee evaluation processes, provide quality assurance for programme evaluations, and review evaluation reports.
    • Support partnerships with evaluation networks and institutions.

    Requirements

    Education: Master’s degree in Public Health, Social Sciences, Demography, Gender Studies, Economics, International Relations, International Development, Public Administration, or Management. Additional training in monitoring and evaluation is an advantage.

    Experience:

    • At least 10 years of experience in international development.
    • Minimum 5 years of international-level experience.
    • At least 5 years managing complex programme evaluations.
    • Experience leading regional or multi-country evaluation processes.
    • Experience within the UN system or other multilateral organizations is highly desirable.

    Skills and Competencies: Strong analytical and research skills, expertise in Results-Based Management (RBM), ability to synthesize complex data, strong communication and stakeholder engagement abilities, and experience with ME&L tools and data systems. Proficiency in SPSS, Stata, NVivo, Kobo Collect, Power BI, and MS Project is beneficial. Familiarity with AI tools for data analysis is an added advantage.

    Language Requirements: Fluency in English. Knowledge of French or Spanish is desirable.
