Overview
The Fund for Responding to Loss and Damage (FRLD) under the World Bank is seeking a Senior Programming Specialist to implement programming modalities and manage funded projects.
Key Responsibilities
- Oversee the review and technical assessment of funding requests submitted to FRLD.
- Ensure quality and consistency in assessment reports for Board submission.
- Monitor implementation progress of approved projects and identify issues.
- Assess operational effectiveness and report on progress.
- Maintain adherence to internal timelines and risk mitigation measures.
- Develop and update Standard Operating Procedures (SOPs), guidelines, and manuals.
- Lead the development of long-term modalities and instruments for the Fund’s operations.
- Draft and review Board papers, integrating lessons learned from initial phases.
- Conduct internal training sessions on operational policies and modalities.
- Support engagement with partner countries and access entities.
- Prepare briefing notes, talking points, and presentation materials for external representations.
- Lead preparations for Board meetings and stakeholder consultations.
- Assist in drafting decision texts and supporting documentation for Board processes.
- Perform ad hoc assignments as directed by the Program Manager.
Requirements
- Advanced degree (Master’s or equivalent) in international relations, environmental studies, or related fields, focusing on loss and damage or climate change adaptation.
- Minimum 8 years of relevant experience in programming, operations, or project management within international/regional institutions, UN, or climate funds.
- Demonstrated expertise in loss and damage, climate change, or disaster risk management.
- Proven experience in proposal review, project implementation, and budget support.
- Familiarity with pipeline and portfolio management.
- Experience working with international financial institutions or in developing countries is highly desirable.
- Excellent drafting, analytical, and operational assessment skills.
- Strong judgment and risk awareness.
