    The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is inviting applications for an International Consultant – Gender-Inclusive Entrepreneurship Ecosystem Development.

    The fully remote consultancy offers experienced professionals an opportunity to contribute to regional programmes advancing women’s economic empowerment, gender-responsive entrepreneurship, sustainable finance, and climate action across the Asia-Pacific region.

    The consultancy will run from 1 October 2026 to 28 February 2027, with the possibility of extension. Applications close on 29 July 2026.

    About the Consultancy

    The consultant will join UN Women’s Regional Office for Asia and the Pacific (ROAP) and work within the Women’s Economic Empowerment (WEE) team.

    The position supports UN Women’s Strategic Plan 2026–2029, which prioritizes women’s economic empowerment through inclusive entrepreneurship, gender-responsive financing, climate resilience, and partnerships with governments, development agencies, investors, and the private sector.

    Working under the supervision of the Regional Advisor for Women’s Economic Empowerment, the consultant will help develop and implement regional strategies that strengthen entrepreneurship ecosystems for women-led and women-benefiting businesses.

    Key Responsibilities

    The successful consultant will provide technical leadership across several regional initiatives.

    Primary responsibilities include:

    • Managing gender-inclusive entrepreneurship programmes across Asia-Pacific.
    • Supporting implementation of the UN Women Care and Climate Entrepreneurship Accelerator.
    • Providing technical assistance to accelerator service providers and implementing partners.
    • Ensuring entrepreneurship programmes apply gender-responsive approaches using UN Women methodologies.
    • Supporting policy advocacy with regional bodies such as ASEAN and SAARC.
    • Developing regional strategies for inclusive entrepreneurship ecosystems.
    • Building partnerships with governments, investors, development organizations, and private-sector stakeholders.

    Support for Women Entrepreneurs

    A major component of the consultancy focuses on strengthening women-owned businesses operating in climate, care, and other impact sectors.

    The consultant will help:

    • Deliver training on gender-responsive entrepreneurship.
    • Support investment readiness for women-led enterprises.
    • Improve entrepreneurs’ access to finance.
    • Connect businesses with investors and financial institutions.
    • Promote adoption of the Women’s Empowerment Principles (WEPs).
    • Strengthen entrepreneurship support ecosystems across the region.

    The role also includes overseeing the consolidation of UN Women’s entrepreneurship training materials into the WE RISE Toolbox, creating a comprehensive resource library for partners and practitioners.

    Lead Regional Strategy Development

    One of the consultancy’s flagship assignments is leading the development of UN Women’s Gender-Inclusive Entrepreneurship Ecosystem Strategy.

    Key tasks include:

    • Designing a regional entrepreneurship ecosystem strategy.
    • Integrating gender-lens investing into entrepreneurship programmes.
    • Consulting with countries including China, India, and Indonesia.
    • Developing partnerships with entrepreneurship and finance institutions.
    • Supporting the UN Women’s Gender Action Lab innovation platform.
    • Codifying UN Women’s regional entrepreneurship support model.

    This work aims to strengthen long-term policy, investment, and innovation ecosystems that support women entrepreneurs across Asia and the Pacific.

    Communications and Advocacy

    The consultant will also contribute to communications and advocacy efforts by:

    • Producing knowledge products and policy briefs.
    • Developing thought leadership materials.
    • Supporting advocacy campaigns.
    • Co-organising regional events and stakeholder meetings.
    • Documenting success stories of women entrepreneurs.
    • Promoting policy reforms that create enabling environments for women-owned businesses.

    Resource Mobilisation

    Another important responsibility is supporting fundraising and partnership development.

    The consultant will:

    • Prepare concept notes and donor presentations.
    • Develop resource mobilisation strategies.
    • Organise stakeholder engagement events.
    • Strengthen partnerships with governments, donors, investors, and development partners.

    Home-Based Consultancy with International Travel

    The consultancy is home-based and requires full-time engagement equivalent to 20 working days per month.

    Although remote, the consultant may be required to undertake official travel, including up to two visits to Bangkok during the initial contract period. All approved travel will be arranged in accordance with UN Women’s travel policies.

    Required Qualifications

    Applicants should possess strong expertise in women’s economic empowerment and entrepreneurship development.

    Candidates must have:

    • A Master’s degree in economics, public policy, international development, finance, business administration, gender studies, law, governance, or a related field.
    • Alternatively, a bachelor’s degree plus two additional years of qualifying experience may be accepted.
    • At least five years of relevant professional experience in ASEAN across at least two of the following areas:
      • Women’s economic empowerment
      • Gender financing
      • Entrepreneurship development or business acceleration
      • Climate technology

    Preferred Experience

    UN Women is seeking professionals with experience in:

    • Entrepreneurship programme implementation.
    • Working with governments, investors, and private-sector partners in ASEAN.
    • Delivering capacity-building programmes.
    • Gender-lens investing.
    • Climate entrepreneurship.
    • Sustainable finance.

    Previous experience working with the United Nations is considered an advantage.

    Language Requirements

    Applicants must demonstrate:

    • Excellent written and spoken English.
    • Strong report-writing skills.
    • Fluency in another Southeast Asian language is considered a strong asset.
    • Knowledge of another UN language is desirable.
