    About the UNFPA Evaluation Quality Assessment Consultant Role

    The consultancy is offered through the Independent Evaluation Office (IEO) of UNFPA. The office is responsible for ensuring that evaluations conducted across the organization meet high quality standards and provide useful insights for decision-making, accountability, and organizational learning.

    As part of the Evaluation Quality Assurance and Assessment (EQA) system, consultants will review completed evaluation reports and assess their quality based on the EQA Grid (2025) and UN evaluation standards.

    These evaluations play a critical role in strengthening development programs and ensuring that interventions effectively address issues such as reproductive health, gender equality, and population dynamics.

    Key Responsibilities

    Selected consultants will work under the supervision of the IEO EQA Focal Point and will carry out several key tasks.

    1. Review UNFPA Evaluation Guidelines

    Consultants will familiarize themselves with UNFPA evaluation guidance documents, including:

    • UNFPA Evaluation Handbook (2024)
    • Guidance on Evaluation Quality Assurance and Assessment
    • Country Programme Evaluation Management Kit
    • Humanitarian Evaluation Compendium

    They will also participate in training sessions to ensure consistent understanding of the EQA framework and evaluation standards.

    2. Assess Evaluation Reports

    Consultants will review assigned evaluation reports and supporting documentation in English, French, Portuguese, or Spanish. Responsibilities include:

    • Assessing reports against the EQA Grid criteria
    • Rating quality indicators and providing detailed justifications
    • Identifying strengths, weaknesses, and areas for improvement
    • Preparing narrative summaries with recommendations

    Consultants will also evaluate compliance with international frameworks, including:

    • UN SWAP 3.0 gender equality indicators
    • Disability inclusion standards under the UNDIS accountability framework

    3. Contribute to Improving the Evaluation Framework

    Consultants will provide feedback to help improve the EQA system. This includes identifying areas where the evaluation criteria may require clarification and participating in annual review meetings with the Independent Evaluation Office.

    Deliverables and Workload

    For each evaluation assigned, consultants will submit:

    • A completed EQA grid
    • A narrative summary highlighting key findings and recommendations

    Assessments must typically be completed within 10 working days.

    The estimated effort depends on the evaluation type:

    • Centralized or large decentralized evaluations: Approximately 1.5 working days
    • Project-level or humanitarian evaluations: Approximately 1 working day

    Assignments are usually concentrated in the first and fourth quarters of the year, aligning with UNFPA’s evaluation cycle.

    Contract Duration and Work Arrangement

    This consultancy is fully remote (home-based) and does not require travel.

    Key contract details include:

    • Duration: 11 months (with possible extension)
    • Work schedule: Intermittent assignments based on demand
    • Payment: Fixed unit rate per completed quality assessment

    The number of assignments will vary depending on UNFPA evaluation activities and consultant availability.

    Required Qualifications

    Candidates interested in this opportunity must meet the following requirements:

    Education

    • Advanced university degree (Master’s or equivalent) in evaluation, public health, demography, social sciences, international development, or a related field.

    Professional Experience

    • At least 7 years of professional evaluation experience, preferably with UN agencies or international development organizations.
    • Experience in evaluation quality assurance, assessment, or meta-evaluation is an advantage.
    • Strong knowledge of international evaluation standards such as:
      • UNEG norms and standards
      • OECD/DAC evaluation criteria
      • ALNAP and IASC guidelines

    Applicants should also have expertise in areas such as gender equality, sexual and reproductive health, youth programs, or population data.

    Skills

    Successful candidates should demonstrate:

    • Strong analytical and synthesis skills
    • Excellent written communication
    • Ability to manage multiple assignments and meet deadlines
    • Experience integrating human rights, gender equality, and disability inclusion in evaluations

    Languages

    • Fluency in English is required.
    • Working knowledge of French, Portuguese, or Spanish is highly desirable.
